Clueless. If he thinks Shauna Sutton is perceived as a paragon of integrity who will help him get re-elected, he has no idea how badly she's damaged his image, his reputation, and his administration. Promising to bring her back as Deputy Mayor is the kiss of death for his campaign. Doomed.
