Public Works Commissioner Anthony Scirocco has filed a grievance against City Attorney Joseph Scala with Risk and Safety Manager Marilyn Rivers, accusing Scala of throwing the envelope at him near a staircase in City Hall during a heated argument Dec. 16 over who would deliver employee layoff notices.
"The fact is it happened and something needs to be done," Scirocco said Friday. "I'm not going to let it go unanswered." The City Council met in executive session this week without Scirocco to discuss how to defend itself in the case. The case is consuming the time of some city leaders, who hope to have the matter resolved by the City Council's next meeting on Jan. 19, Franck said.
