Honest.
Let an assembled line of solemn citizens read these salary figures, each person reading until silenced by the Council. Then let the next one pick up where the previous voice was silenced. Kinda' like the solemn recognition offered all too often to too many dead Patriots.

But let not THESE names be intoned as "victims." Rather it is for us the LIVING to propose, for each and every mournful name, let us propose a reduced salary, a responsible plea for a paycut.

Because we have MET the "Victims."
And they is US.

We taxpayers owe it to our city to read this list of names. To ring a bell for each name?.. that might be a bit "over-the-top."

And before anyone chimes in about where is Commissioner Anthony “Skip” Scirocco and the family Grimm’s names in the payroll list .Let me tell you. I have no idea? It was like he doesn’t exist. Although I do know he made $14,430.05. I can’t find any record of junior either.

We know from Scirocco that a $40,000 employee doesn't know how to count money and bags, one and a time - but worse is that the Commissioner accepts it.
He actually told the other Commissioners at the City Meeting that THEY needed to help him do his job. No wonder that department is in the toilet. At least, the other Council members apear to understand the real problems here.

It is frightening how many of these public employees have overpriced themselves. They complain about cash registers, filing cabinets, carpets and benefits and days off while those of us who live in this city and worry about keeping customers in their stores argue over the unknowns of paid parking because it could spell a loss of even more money! We first pay rent, utilities, employee costs, taking home sometimes what seems like crumbs then watching some of these people in the city go home to Wilton at night complaining that the residents don't pay enough in taxes to support their safe jobs and life style.

The Public safety expenses for this town is embarrassing. I want to hear them complain about their bench and their dangling wires - and how they can't fix a light bulb because the light bulb specialist is on vacation. Get Real!!!

Time to clean and sharpen those tools in the shed, we're loosing patience with all of this union baloney. Before the PW does away with the flower and tree program and all of the other threats of not doing their jobs, I say plant a geranium out by the recycling center office window and save $40,000.

The reason you are not seeing the list of Scirocco's on this list is because I believe they were part-time employees.
Ben, see if you can get the list of all part-time employees to add to your posting. It will certainly add to the overall numbers of City employees on the DPW gravy train.

When you look at the Public Safety list of employees, you quickly understand that nearly 50 percent of all the Public Safety, Police and Firemen, are making more than is paid to the Deputy Commissioner..Something is seriously wrong with this picture. No wonder we are going broke!!!

Yes I can see it is missing some names.I know both Lou and Greg Benton worked at some time last year for the City, I doubled checked and they are not on my list.I think it is because 2009 Data is still quite new.But I do have the vast bulk of it .

WOW..there must be someone in this list of high paid City workers that can help the embattled Commissioner of DPW Scirocco count the money and keep track of the City's inventory of Trash Bags. For a guy that recently proclaimed he was an "expert" in Public Works, it appears that "Garbage Gate" is certainly undermining his hidden talents. What will it be next week??

It's time for the City Council to clean house... I work in City Hall and it's apparent that the people who do the least are paid the most. Also, I don't believe that the list of salaries includes includes all the overtime paid.

One thing I noticed on this list, those who do the real work make on an average around $38,000. These are the men and ladies who are on the streets planting, repairing, plowing and in general getting their hands dirty.

The ones who are sitting on their fat asses in City Hall are getting on average, $55,000. Seems to me this is total bullshit. Paperwork is worth more than hard labor? The real DPW workers deserve their monies. These fat cats in City Hall need to take a pay cut.

A few things here are right in front of us. Some on the list here ARE part timers. Also some people's names are missing. Although there is a Scirroco relative on this list. Actually he is the second on this list. Thomas Armstrong is the brother of Skippy's wife. To his defense he has been working for DPW years before Skippy got involved in politics at all.
Lastly, McTygue is the one that never graduated from High School. Most of these guys were put into place by him.

City: Budget Gap is $2.2 million


When the city council killed a proposed paid parking plan Tuesday, the city’s 2010 budget deficit stood at $1.35 million.

Finance Commissioner Ken Ivins said Thursday night that budget gap is actually about $2.2 million.

Ivins said the gap grew because the city has failed to close on the sale of the Broadway parking lot adjacent to Lillian’s restaurant, which was to add $500,000 in revenues to the budget, and because there is a $400,000 shortage in previously anticipated mortgage tax income.

The city council will discuss cost-cutting and revenue-raising measures to address the $2.2 million budget gap during a public hearing at the Canfield Casino on Monday night.

"Business as usual" at City Hall is simply not sustainable. We, the citizens of Saratoga Springs, have an obligation not only to complain; but also, to provide suggestions/solutions to our elected officials.

Our City is bankrupt. Our debts exceed our assets and our ability to raise revenue by taxation. (DEBTS>ASSETS+POTENTIAL REVENUE).

Some ideas:

1. Hiring freeze. NOW. NO NEW HIRES unless the positions generate income.

2. Phase out the Police Department over 6 to 10 years. Demand compensation from Saratoga County on a pro-rata basis for every resident of Saratoga Springs (none of whom receive any benefit from the Saratoga County Sheriffs Department.) We (Taxpayers of Saratoga Springs) pay for the Sheriffs Department, but we receive no benefit. As we wind down our Police Department, the Sheriff's Department will assume their function.

3. Eliminate the Fire Department. The Fire Department costs the Taxpayers of Saratoga Springs 7 Million Dollars a Year. All the guys and gals in Fire Service are nice people. That's not the point. The "Law" says a City in New York requires a Chief and Assistant Chief only. Everybody else can be a volunteer. Game Over.

4. Sub-contract Public Works services. It will be more efficient and less expensive. C'mon folks, let's get real. Look at the numbers. The figures outlined here don't include the best benefit package in the State of New York, and likely retro-active pay benefits after the contracts are settled.

5. Eliminate City Engineer (106,000+), City Planner, City Attorney, City I.T. Guru (106+), Brad Birge (100+ whatever he does?). All of these jobs can be contracted out at incredible savings. They are patronage/sinecure jokes leftover from another era.

Oh, I could go on, believe me. Not too much personal here. Some folks who are employed by the City of Saratoga Springs are hard-working and fairly compensated; however, the vast majority of our municipal employees are selfish, self-absorbed, slackers who would have difficulty securing employment in the private sector. I haven't even touched on the subject of familial/generational nepotism.

By the way, the municipal employees...Police, Fire Service , DPW, City Hall workers...They are not to blame for this sorry state of affairs. As individuals, if they didn't have their jobs, other people would fill them. No, we are to blame. Taxpayers, complainers, bloggers, resenters, etc. It is our responsibility to get off our duffs and start putting that fat-ass humpty-dumpty of a City Government that we have back together again.

Screwsirocco says he plans on giving back to to city $500,000 from his 2009 budget, why not give it back to the taxpayers in the form of tax reduction or better yet how about a pay raise for all the hard working city employees(70% live outside the city,...(sing)..where the stars are big,big and bright and taxes low, deep... in the heart of the BURBS),his giving back the $500,000 really means he's been over taxing you poor bastards in Saratoga Springs,Keep up the good work Skippy we surrounding towns will gladly take your taxes and city employees,so we can keep our towns with no taxes and your city paying the BILL...WHATA PLAN>>Really the city should think about changeing its' name to,"Bend over Springs New York 00000."

For THIRTY-TWO YEARS, he's got NO office.
No mancave. No assistant to the assistant.
He had a "Desk"… with four wheels. Colonel Dave ranted about it and somebody else threw the truck keys down the sewer and a zillion folks "KNOW" he was dippin' into the "bag funds", so to speak. Believe what you want. Free country I say.

But... I DID work for the man. I hope someone as sharp as JT pulls my timecards to show I earned nothin' for doing work I loved with people I respected.

And I respected the Commish and still do. I was on my knees (insert gay joke here) and suddenly up pulls a truck and it's The Commish asking how far we plan to go with the flower planting on South Broadway?

Later, my radio in the truck squawks and I hear the Commish askin' me to get my sorry truck down to Nelson where some schmuck has dumped a load of whatever in the street. Commish got a call from a citizen and now it's MY job.

It was at the END of the day that you might find him in the thing I called "The Library." If it was Billy's office, okay.

But in 32 years, the Commish didn't NEED an office. Because his office was out on the street, kickin' our butts, shakin' our hands, and taking radio calls and later cell phone calls from upset citizens.

Give me FIVE MEN like HIM in City Hall...
my Parking Plans go up my Back Street and we give Albany all the VLT Graft they can handle.
And we $till come out ahead.

Because workers love to work for someone who respects work. Go get a copy of "Mike Mulligan and MaryAnne."

In response to the question by Home From The Hospital... Yes, Geraldine Loya is the DPW Laborer who is responsible for watering flowers on Broadway at $47,275.75. I'm told, that probably calculates and includes about $13,000.00 in overtime for watering flowers on the weekends all summer long. What guineas came up with that idea?
Can we really afford this type of DPW nonsense?
