
SARATOGA SPRINGS — Police didn’t go looking for Meredith Lickwola last week to arrest her on a bench warrant — she called them, asking them to remove someone from her home whom she didn’t want there.
The 38-year-old Schuylerville woman, who died after she stopped breathing in the city lockup, called the Saratoga County Sheriff’s Department early Thursday morning to take someone out of her house, said city police Chief Christopher Cole.
Police supervisors have taken a beating on at least one local blog and have been criticized privately by some residents for arresting Lickwola, a minor criminal, on one of the busiest drinking nights of the year.
But in an interview Monday, Cole said city police weren’t seeking out Lickwola on St. Patrick’s Day night.
“The intent was not to go to her house at two o’clock on the morning to pick her up,” he said.
Hours before Lickwola died, sheriff deputies responded to her home, and, as part of the incident, they ran a routine check on her.
The search revealed Lickwola was wanted in the city for violating a petty larceny sentence, for which she was supposed to spend a few weekends in the county jail.
And although city police weren’t actively looking for Lickwola, they weren’t going to turn down an opportunity to arrest her while she was already in custody, Cole said.
Deputies met city police halfway and the woman was processed and put in the city lockup’s sole female cell at about 1:45 a.m.
“She was normal when she walked in,” Cole said.
Lt. Linda Quattrini was the officer in charge at the station that night and performed regular checks on Lickwola every half hour until Quattrini found Lickwola unresponsive but apparently breathing at 5:47 a.m.
While emergency technicians tended to Lickwola, she stopped breathing. She was taken to Saratoga Hospital, where she was later pronounced dead.
Male lockup cells have surveillance cameras trained on them that supervisors can watch in the station in addition to performing in-person checks.
But, because male officers aren’t allowed to perform supervisory checks on female prisoners, there are no cameras at the female cell. Most police supervisors are male.
Instead, a female officer is taken off the street every half hour to check on female prisoners unless a female supervisor like Quattrini is working.
Cameras at the male cells do not record, Cole added.
The city Police Department’s internal investigation into the case has already started, Cole said. Capt. Michael Chowske is heading it up, interviewing the police officers who dealt with Lickwola that night.
Blood and tissue tests taken from Lickwola during an autopsy will take weeks to come back, so the investigation will continue until then. The Saratoga County coroner’s autopsy of Lickwola was inconclusive.
“I’m going to wait for the medical experts to say what the cause was,” Cole said.
Criticism of police staffing on St. Patrick’s Day night is especially intense because of a fight downtown that left 27-year-old Ryan Rossley dead when another person plowed a car into him and fled the scene. No arrests have been filed in that case but are expected soon, police said.
Although the fight leading up to the 4:25 a.m. hit-and-run was apparently prolonged, no one called the police and no officer on duty spotted the altercation during routine patrols. Critics have asked why officers weren’t driving or walking in the area, since fights often occur after bars close at 4 a.m.
Cole said officers were on duty that night, at least two on foot and one in a car downtown, but several patrolmen helped break up a couple of fights earlier in front of Clancy’s Tavern and were still processing those arrests back at the station when the fights that apparently led to Rossley’s death started.
“We did have the appropriate staff level based on the amount of activity that night,” he said.
And although that block of Caroline Street is a known problem spot, officers have to patrol everywhere, he said.
“It’s one of those things where, unfortunately, the police cannot be every place at every time,” Cole said.
“For an officer to be in that place at that exact time, it’s a crapshoot.”
It’s even more difficult since budget cuts this year eliminated seven police officer positions while also cutting overtime, he said.
Cole said this St. Patrick’s Day was unusual because most of the activity happened early in the evening, and even in the afternoon.
“The bars apparently had emptied out very quickly.”

SCHUYLERVILLE - Meredith J. “M.J.” Lickwola, 38, passed away unexpectedly on Thursday, March 18, 2010. Born in Glens Falls, N.Y., on Oct. 19. 1971, she was the beloved daughter of Shanon Adams of Schuylerville and Chuck Lickwola of Newport Richey, Fla.
Meredith attended school in both South Glens Falls and Saratoga Springs and was very proud when she earned her GED. Meredith enjoyed being with people and worked in many local retail and convenient stores. She enjoyed going to bingo with her mom, playing the lotto, scratch offs and she was especially lucky with her Take 5 tickets, one time winning five thousand dollars. She enjoyed spending time with her family, especially at cookouts and holiday get-togethers. As a young girl, Meredith spent a lot of time with her grandparents, Cres and G.G. After showing quite an interest in the HAM Radio Club that they belonged to, she earned her own HAM license, something that was quite impressive for someone her age.
Besides her mother, Shanon Adams, and her companion, Nancy (Lee) Elkins, of Schuylerville and her father, Chuck Lickwola, of Newport Richey, Fla., Meredith is survived by her three beautiful children: Sabrina McIntyre and her companion, Justin Bisnett, of Schuylerville, Breanna McIntyre of Schuylerville and Fernando Ramirez of Glens Falls; her brother, Steven Ferren Sr. and his wife, Virginia, of Gansevoort; a sister, Honey Perkins, and her husband, Richard, of Greenwich; her uncle, Jim Adams, and his wife, Linda, of Hudson Falls. She is also survived by many nieces and nephews and cousins who fondly called her “Auntie M.”
She was predeceased by her grandparents, Alpheus and Phyllis Creswell; her grandfather, James C. Adams, Sr.; her step-mother, Phyllis Lickwola; a brother, Frank Ferren; two nephews, James and Michael Ferren, and two cousins, James III and Natina Adams.

SARATOGA SPRINGS — Ryan P. Rossley, 27, a resident of Jefferson Street, died Thursday, March 18, 2010, at Albany Medical Center, as the result of an auto accident in Saratoga Springs.
Born March 7, 1983, in Saratoga Springs, he was the son of Stephen and Maureen Cronin Rossley of Saratoga Springs. Ryan was a graduate of Saratoga Springs High School, where he played soccer and lacrosse; and of SUNY Oneonta, where he was a member of the lacrosse team.
He moved to Raleigh, N.C., after college and worked in the construction business before moving back to Saratoga Springs to be near his family and the Adirondacks, where he enjoyed all outdoor activities. Ryan was a member of St. Therese’s Chapel in Gansevoort and was a member of ADK.
He was last employed as a building contractor with Mike Hayes Construction in Schuylerville and was in the process of going on to graduate school to become a teacher.
Ryan was predeceased by his maternal grandfather, John Cronin; and his paternal grandparents, William and Irene Rossley. In addition to his parents, survivors include two brothers, Jason (Danielle) Rossley of Glens Falls and Sean Rossley of Saratoga Springs; a sister, Kelly Rossley of Saratoga Springs; a maternal grandmother, Doris Cronin of Saratoga Springs; a paternal grandmother, Constance Rossley of Daytona, Fla.; two nephews, John and Aiden Rossley; and several aunts, uncles, and cousins.
Friends may call from 3 to 7 p.m. Sunday, March 21, 2010, at Flynn Bros. Inc. Funeral Home, 13 Gates Ave., Schuylerville.

It’s funny when Albany cop Kenneth P. Wilcox died in a drunken driving accident in a POLICE CAR when he was DRUNK the City police sent an honor guard to his funeral probably on City Time. I doubt any of them will be at either of these funerals.

I'm really glad you printed the other side of the story. It makes your blog more credible. I know you don't have an agenda but are only asking questions. In reading the Gazette story I'm struck that no one called 911 during the fight. Where were the bartenders and workers from Clancy's and D'Andreas? What about the onlookers? What's the matter with people. Every single person on the street and working in the bars that night has some culpability. Also, it's not the cops that murdered this poor kid who from all accounts was trying to break up the fight. This was a cold blooded, premeditated murder and hopefully will be treated that way.
As for the jail death I agree that she should have been kept at the County Correctional Facility which is fully staffed to handle and process intakes. They have professional tools and staff to prevent these tragedies. The Commission of Corrections will sort it out.

If you know downtown, you'll also know fights are a dime a dozen down there. They flare up, they simmer out, they disappear. I'm not going to blame the cops for not breaking something up that occurred blocks away from Caroline Street. And you can't blame ANY downtown shopkeep for not calling 911 when there's a scuffle at 4 a.m. To say they're commonplace is to put it mildly.
What I don't understand is why people who are questioning the cops and uninvolved witnesses aren't questioning the folks who were INVOLVED in this fight. They're the ones who should be held accountable. All of them. I've been drinking downtown for nearly two decades, and I've never gotten into an altercation that needed police.
So, some idiots on the city council say it’s not fair that we police fireman dpw and city hall employees are insulated from the recession. They want to attack our contract and freeze our salary for the next couple of years. Their all idiots - who cares what they thinks? It's not going to happen.

Hey Kyle, as far as I can figure it, the average wage for a DPW worker is below your per capita figure. It seems to be round about $31,000, (in a rough ballpark area). So to me the DPW force in our city is a bargain. Yes you have some who are high but you also have quite a few who make under $20,000. And you have some who have families who were making below the poverty level. I would like to know what your salary is that you are so quick to cut others. Can you live on and raise a family while making $31,000?

fat Lady.I was a City MEA back in the eighties and nineties I do not think their salaries were then or now to high. The difference is they have way to many foreman and less laborers and way to much overtime today. That's what you see in the wide disparities in the salaries today. Some poor sap on the outs with Skippy makes 27k and the union slugs and ex union slugs make 60k.We have a lot more in common than you think.I like Cogan but Skip has to go.

I think this is the age of"rule by the strongest". But I am mainly focused on the idea of all the low level workers conspiring to piss in the soup of the upper classes. Drop boogers in their coffee.
