I don’t believe now is the time.
I see this as an excellent time to cut some fat from the City workforce and stop some wasteful practices such as.
Selling garbage bags on the street for so called “beer money”
Having three foremen in DPW for three laborers.
Having too many full time workers in DPW when you need more part-time seasonal laborers for periods such as this snowless winter.
I could go on all day.
The second in the long term stabilizing of Saratoga Springs is the revamping of City Labor contracts to properly reflect the economic climate of today. Paid Parking would never have generated enough income to support the current wage and benefit structure of the cities work force. Yes the Unions have reached an impasse with the city and they have every right to go to binding arbitration where they will be rewarded by a 4% or more COLA, but they do this at their own peril. Now is the time for the unions to look in the mirror and decide, do we want to keep our raise and live with a much smaller work force or except less to protect jobs.
I find that much more important than paid parking.
And what I meant about long term residents in this City, who still make up a majority of the population, is this. Deep down in their core they are still pretty conservative and resistant to change. Most are too busy making a living to be involved in day to day City politics, But when they see a threat to the Status quo such as the thought of Kim for Mayor or Charter Change they take notice.

"I fear all we have done is to awaken a sleeping giant."
So if a lesson is to be learned from all of this either, for Paid Parking proponents or Charter Change. Proceed at your own risk.

Based on a true story
Once upon a time there was a family living on York Ave in Saratoga Springs.
One day their little 10 year old boy had the day off from school and was having breakfast with his father,
Father; Tell me son what do you want to do in Life?
Boy; I don’t know Father?
At that the Father looked outside his Window and saw a DPW crew working on some pipes in the Street.
Father; Son I want you to watch those Men today and when I get home I’ll ask you what your learned
Son: OK Father.
The man want off to work and the always obedient boy watched from his yard as the DPW crew labored away for most of the day.
At dinner that night the boy sat quietly until the father asked “What did you learn son” the boy looked away and didn’t answer so the father prodded him on. “Surely son you learned something” he asked. The boy again looked away and the father grew agitated and commanded “TELL ME WHAT YOU LEANED TODAY”
The boy turned toward the father looked him right in the eye and said;
Big Deal O’Neil is a cheap fuck. He never buys shit. Don’t work to fast fuck face we need to milk this all day. Hey fucker who bought this Colt45 piss? Next time, buy some white mans beer. Don’t worry about Skippy he’s dumber than a fucking out house rat. Hey Big Deal you got the wrong fucking size pipe dumbass. Can’t you see it’s a cunt-hair to small? Oh fuck time to go home and fuck your old lady.
The Father turned red as a beet and screamed at the Boy’
SON you can’t talk to me like that. GO OUT AND GET ME A SWITCH.
The boy again looked his father straight in the eye and said.

I think the writing is on the wall for the Fire Dept. Much like a Detroit auto worker they pretty much priced themselves out of existence. 90% of their call are bullshit, get granny off the toilet calls anyway. I think they pounded the final nail in the coffin when they bought the unlicensed ambulance that sits collecting dust. They won’t be missed when we switch to volunteers.
I hate Koreans. I think they all smell like fish. Sometimes my wife comes home and smells of fish. I know where she’s been. Before I cook her dinner I take a leak and don’t wash my hands.

Me thinks you KNOW that I agree with 100% of EVERYTHING you list as possible solutions. But I'm enough of a realist to know these nickels under the couch cushions just WILL NOT be found. Not by the likes of "Paperwork Hurts my Head!" Scirocco.
The BIG opportunity is, of course the Contracts. It's the Mayor's task... but I don't see any action. YES, I hear the ANGER directed at him, assurances that "So and So, Esq." will do better. And the insults fly.
BUT...them Union Men ain't givin' up nothin'. To nobody, nohow. In EVERY city across this GREAT land, any "sacrifice" is borne by "The New Guy." So we are GENERATIONS away from solvency.
Certainly, we'll see what comes down at Monday's Public Hearing: Volunteer Flower Folk! Tax SPAC! Tax RACINO! Count BAGS! A BAKE SALE!
Not even gonna' come close when December rolls around. And I'll keep gathering Parking Case Studies, waiting for the day when the City appoints a "Blue-Ribbon Committee" of open minds, not the tired "Silver-Maned Lions" who've snarled the same damnable dirge for 30 years.

Ben is right...continued cuts and downsizing the City's payroll is the only quick answer to a City budget problem that, over the past two years, has grown out of control. It's time to stop raising taxes and start cutting the City budget.

After listening to the City Council meeting last Tuesday evening, I'm curious as to the Commissioner of Public Works essentially admitting to the real possibility that 17 boxes of Trash Bags are missing from the City's inventory of Trash Bags stored at the City Garage. Scirocco could not confirm the whereabouts of the Trash Bags that the City sells to area residents for $4.00 each. He admitted that 17 boxes may have disappeared or been stolen from the City Garage. My question is.. why hasn't an investigation been performed to uncover what clearly could be a serious crime of theft at the City DPW Garage? Why all the ambivalence over such a serious matter that, at the very least, deserved an investigation by the local Police Department? Where's the investigation here? Where's the headlines suggesting wrong doing? Where's the Police Investigators? Where's the DA?

The employee who stole all t he money from the city was a CLOSE friend of McTygue. Her husband works for john stark who is the partner of t mctygue. all t he records from 2006 that t he cops are looking for are missing! They disappeared just before the mctygues left office. wake up folks.
