The problem with Charter Change




Well I see that the usual suspects were up to no good and pushing Charter Change in my absence. Patrick Kane and everybody’s favorite Thompson the founder of NXIVM radio and publisher of the worst blog ever to hit Saratoga, little Ricky Thompson are once again making it their mission in life to enlighten the poor citizens of Saratoga and drag us out of the Dark Ages into the beautiful world of the City Manager form of government.

ONLY ONE LITTLE PROBLEM

Seems no one else wants to jump on board.

Since setting up their Facebook page over a year ago, they have amassed a grand total of 57 friends. HERE

Now to put this in perspective the Save The Skatepark Facebook page started only a month or so ago has 1,943 friends.HERE

So I would say the amount of support after endless meetings, pontificating to the masses and even convincing Barbara Lombardo editor of the Sartaogian to jump on board is about the same as the number of people joining the call to put Ronald Reagan’s face on the $50 Bill.

And that’s a shame really because many people, me included are not opposed to Charter Change out of hand. Just not from the minds of these Kim/Keehn NXIVM clowns who only want to expand the size and power of the City government so Eileen Finneran and the other unemployed professional government {Lou Benton} workers can find a soft place to land.

It’s to bad that respected local politicians that people trust like Johnson and Franck haven’t started their own truly bi-partisan committee to study the issue. So for now it appears the five headed monster is safe and secure.

It doesn't take much for Barbara Lombardo to jump on any charter change bandwagon that appears. She has railed against the "5 headed monster" for years

I have sat in City Hall twice a month with fellow citizens like you, I’ve observing the current Council system "at work" as close as any citizen-outsider dare. And BY DESIGN, it is woefully flawed.

Sadly, Spa City government inhabits the grey area between “proficient manager” and “popular message.” That’s why I support a change where voters elect “Decisive Principled Thinkers” and THEN let them delegate a professional manager to “oversee” the nuts & bolts and dollars & cents.

The problem is the PROCESS, not the PERSONALITIES. Past or present, the finest Council of rational civil minds will soon devolve into a Beer Hall brawl-- Tasked to do his/her best for the city/electorate/budget, each member has "turf" to protect and to fight for and to advocate for.

And that's no way to govern.

After ten years, I'm tired of living in "The City Where Nothing Gets Done"-- A fortune spent on Water Source... nothing done. A fortune spent on Public Safety Structure... nothing done. A fortune spent on multiple Parking Committees... multiple nothing done. A fortune spent on an EMS RFP... nothing done. A fortune spent on the High Rock RFP... nothing done.

Traffic Talk and GreenSpace Gab and Rotary Redesigns and Truck Ban Banter ad infinitum.

TIME is wasted and MONEY is wasted as every two years bring new agendas and new priorities. WHERE ELSE on EARTH is money BONDED and INTEREST PAID on bonds for projects with no approved SITE... much less any APPROVED DESIGN???

The Ellsworth Jones of our more Civil past would be ashamed of the petty bickering and personal bitterness.

Change MUST come to "The City Where Nothing Gets Done." And change can get done by attending one meeting. Honestly, I haven’t seen the undercurrents of conspiracy. What I DO see is $2,950 worth of dirt dumped in the dead of night where kids used to skate. Not one word of public debate (beforehand) about the City’s most expensive flower pot.

Isn't Kane the guy who wheeled and dealed his job on the Design Commission? He didn’t know that job so why stop there? He’s likened the new Charter Administrator proposal to the School Board – now isn’t that a taxpayer responsive example to get everyone excited? Don’t like the way the buses run, call your regional Board member and see if that gets the attention of the Administrator. Have a problem with all the recent managerial over-hirings at the middle school call your “ward school board member” and see how responsive that issue gets addressed. Ever wonder why you pay all those school taxes only to have a fundraiser to buy curtains and playground equipment that you have to volunteer to help construct? Yeh, the School Board is a good example. How bout some small 30,000 people cities that have “ city managed” their principal assets into a more efficient less costly operation. Troy maybe? Schenectady? Ever watch how those city managers operate their well-oiled machines? How many incompetent city managers lose their jobs over resident voter taxpayer dissatisfaction?
"What's in it for me" (Kane and the usual suspects) are perfect poster children for this perennial post mid-life crisis activity.

My problem with Charter reform is Kane. I was lukewarm to the idea before I read his manifesto in the paper. The arrogance of the man. Telling us, not asking us that we will change the form or government. Don’t like it, move. When Charter Reform fails and they are blaming you and Boyd and all the other bogey man of their nightmares, what they should be doing is placing the blame on the letter and the man who wrote it.

The problem with the proposed new form of local govt is that people like Kyle Dork will now start thinking about running for office.

Before, you at least had to have some sort of specific knowledge; as in public safety or works. Under the new plan you would not.


So wandering idiots like Dork now sense an opening.

This charter change to me is just a way the upper pecking order of the special interest groups will push their ideals off onto they taxpayers. Of course it will cost us. Kyle York says nothing gets done. Maybe if it did get done our taxes would a lot higher than they aready are.

What Kyle means by it doesn't get done is they spend and spend on the ideas and don't accomplish a thing. How ignorant are people who think that we would have a city manager like a Benton,Keehn,Boyd,Kim,Kuczynski or McTygue? Someone would have to sporting worthy credentials. Pat Kane is not that man nor is he saying he is. City as it is now sucks! Stop being part of the problem and start being part of the solution.

The city does not suck,there are a few middle aged men going through crisis and they want the entire city to go through it with them.Three years ago the city went through the same bullshit and this was defeated two to onee,nothing will change other than Ron Kim being committed to a house detention.

The problem is people think charter change is a silver bullet. Change the form of government and there will be no conflict, everything will get done efficiently and we'll all live happily ever after. At least with the commission form of government we have there is accountability. Leaves not picked up? trash lying around in Congress Park? the buck stops at the door of the Commissioner of Public Works. Unpaid traffic tickets collected, police facilities renovated, police overtime reduced--look to the Commissioner of Public Safety. The challenge is for the public to pay attention and choose the best person for the office but that is the challenge no matter what the form or level of government is. At least in the current Commission form it is easier to tell who is and who is not doing a good job. And no need to try to elect a majority of a city council to then fire an incompetent manager. Under our commission form the voters can directly hire and fire department heads--no middleman needed to do the job. This is as close as you get to direct democracy except for the New England town meeting. Pretty neat--if you're into democracy, that is. And by the way, when is Pat Kane's group going to give us an honest accounting of what their proposed change in government will cost??
