Ricardo Falcon-Diaz a DPW worker {2009 salary 41,533.78} was arrested at the City Garage at 3pm yesterday on a charge of indecent exposure after it was alleged he urinated on West Circular St. residence. An acquaintance of Ricky, Geraldine A Loya, {DPW Flower girl 2009 salary 47,275.71} who was with him at the arrest explained to police that Rick had been tricked into taking Viagra and his penis unexpectedly popped out of his pants.

I'm one of many who has worked at DPW with Ricky, seen his sincere work ethic and his great sense of humor. But decency is to be expected in this city and all public spaces.
So the legal system will now do its work. I can only hope Ricky's stern treatment and just sentencing will be no less severe than was dished out to Double-DWI John Sweeney and today's sentence handed down to Double-DWI car-crashing lawn-driving Ken Green.

We have had a number of infections on campus today. They were caused by simply visiting a web page that had accidentally accepted a malevolent advertisement.
One of the most common pages was The Saratogian.
I have called the newspaper and I have verified that they are aware. Their corporate IT department is working on a fix.
In the meantime, please do not visit the Saratogian’s web site for the next day or so.
This problem is not unique to the Saratogian. The NY Times had a similar problem a few months ago and rumor mill tells us that the Times Union just had the problem.

Did he piss in Judy McAllister's yard? Gerry and Judy have been feuding and the police were parked in front of Judy's house last week for more than an hour. Illegal shed? Big deal! Judy McAllister built a deck without a permit last summer and then, a week or two later, an above ground pool... no permit again. The pool can be accessed from the sidewalk by walking on her deck- real safe! After all the outdoor, illegal improvements, the CITY trucks showed up and took all of the debris away for her.

The man was NOT PEEING in the yard. The incident happened IN THE HOUSE. He EXPOSED HIMSELF, among other things!!! There were witnesses and i'm not sure why that is NOT being said! What does it matter about illegal sheds and pools? The incident happened over a week ago. Gerri and Judy were not fighting prior to that and they have been best friends for almost 60 years. Bottom line....Ricky did something wrong. Very wrong. He wasn't peeing and he wasn't slipped Viagra. He is disgusting. Period.
Ricky has been Judy's yard worker for a few years. In my opinion, they seemed friendly, so I guess he lost his mind (or is just a disgusting person). In fact, I think it was him and a few friends from the city who cleaned up her yard after the illegal yard improvements and I think it was done on a Sunday afternoon.
Of corse it matters that people (not just these two) build things in this city without proper permits. It is up to code enforcement to investigate these structures to make sure they are safe to the neighbors and passers by.
Actually, he has done A LOT of work for Judy over the years, (8 years to be exact)which is why people are somewhat surprised that this happened. Did you further know that Judy's husband passed away last year, right before she made those improvements to her property? Maybe that is why Ricky never behaved this way before. Those who know Judy, knew her husband was home 24/7. Knowing someone for years and having them as a handyman, does NOT entitle someone to do what Ricky did to Judy. I agree you need proper permits for home improvements for safety reasons. However, not following proper protocol when making home improvements has nothing to do with what Ricky did in Judy's house.
I know all of the circumstances that you mention. I've also met Judy more than once. She's not a nice, friendly neighbor and hence, the comments about her illegal pool and deck. Otherwise, I never would have mentioned them.

As far as the building permits go,having a finished basement// bedrooms in a basement without two escape routes is illegal and dangerous.They also want smoke and carbon dioxide alarms that must be tested by the building Dept,it just makes sence with kids in the house.It is a WHAT IF situation.
Other people that want a finished basement have to get permits and inspections,,, what makes Gerri Loya so special, when they make good money and always have money for new cars,clothes,wheels, BOOZE ETC.With all the free upgrades and overtime she gets it should have not been a problem for them,to preform home inprovements legaly..

Someone not having permits for work on their house.....someone not being a "nice and friendly" neighbor...etc....these are not excuses for being "harassed" in your own home, by someone who called himself a friend for a long time. The way I understand the new fine structure is, that for minor code violations they just sent a dog to hump your wives leg and for more serious violation that send a Viagra fueled laborer to beat off in your living room. The commissioner only whacks off in the homes of serial violators. I think it will be a very effective deterrent if they can manage to keep overtime costs and employee injuries down.
