Well the closing of the Lillian’s parking lot on Broadway caused quite a stir with the shoppers and restaurant patrons of Broadway. But unknown to most of the well heeled patrons a subterranean housing estate was operating sight unseen just feet from the trendy boutiques and high end dinning establishments.
For as long as the lot has existed the cities homeless have curled up in the passageways below. The police knowing that many had drug, mental and alcohol problems looked the other way. With the collapse of significant chunks of concrete crashing around their heads the police and DPW were called in to clear them out and secure the spaces.
Simple enough right? Well the police did their part but Anthony “Skip” Scirocco Commissioner of Public Works has refused to secure or clean up the rat infested, gang graffiti covered space. Now as this video shows we’re not dealing with a rocket scientist here. But give me a break it’s not so fucking hard.
The man can’t get out of his own way much less run a Department. How much longer can the city survive with bonehead at the helm of the cities second largest Department?

Everyone I've talked to who has visited Saratoga has been struck by the deterioration of Congress Park and Broadway.Perhaps Mr.Scirocco would be more at home imn Troys DPW Dept where no one gives a shit.I'm glad to see some people at least fighting back.
Well homeless people have to sleep somewhere and with housing cost so high and wages so low where do you thing people who can't pay their rent go.
Few people know this but Saratoga County has more trailers than any other county in New York. Rub the gold plating and you'll find a lot of rust and decay in this town.
Scirocco just is in way over his head. This all goes back to Keene (and yes NXIVM) who were on some personal crusade to rid the city of Tommy McTygue. Well they got their wish and here we are. I don't think the former dog catcher is evil but he is in way over his head. He has no idea what to do. McTygue had run the department like a drill sargeant, was out "in the field" scaring his employees into working and actually knew how to do the job (like how to keep algae from growing in the park ponds).
