The wealth of Saratoga Springs.

Well the spotlight has been on Michele Riggi, almost from the day she unveiled her plans to build her classic double-wide monument to white trash makes it big, on North Broadway. Sometimes it seems Michele will do anything to stay in the public's eye, from her silly and demeaning books on puppy love to her highly publicized self indulgent parties. Michele seems to need the attention of the public, both good and bad. One can only imagine her as a child trying desperately to get daddies attention and one can only speculate that if she hadn’t gotten lucky in marriage, she would have had a long career as a pole dancing stripper, alas if daddy had only spent a little more time with Michele the grand old structure at 23 Greenfield might still be standing today.

But today lets take a look at some of Saratoga’s other mega rich, the people who don’t crave the public’s attention and desperately try to guard their privacy.
John Breyo

John Breyo, CEO/President, and founder of Ayco Co who later sold the company to Goldman Sachs Group, Inc and perhaps elevated himself to the status of richest Saratogian has consistently tired to personally stay off the public's radar, in fact I would guess today if he went for a stroll down Broadway he would hardly be noticed. But Breyo, casts a long shadow in this town. Beginning with his involvement as vice chairman of the board of directors of the Saratoga Performing Arts Center, Breyo has been involved in some shady dealing. Under John Breyo's leadership SPAC consistently lost money while Breyo continued to increase the compensation of SPAC president Herb Chesbrough.
Chesbrough in turn hired Ayco to advise SPAC on investment policies, and investment vehicles, and in turn Breyo hired Chesbrough as a consultant for Ayco.

Fucking cozy right? All of this started to unravel when SPAC’s endowment continued to lose money and Chesbrough tired to save money by eliminating the New York City Ballet. All hell broke loose as the sleeping public was rudely awakened to the possibility of losing our beloved ballet. New York State ordered an audit and Herb, John and the rest of the Board of SPAC was sent packing, but not without an obscene compensation package for Herb.

This seemingly innocuous man, was also building the cities largest home, a 61,403-square-foot mansion at 51 Winding Brook Dr. Unlike the Riggi’s doublewide plunked down in an undersized lot in the very public street of North Broadway that screams “look at me”. Breyo’s home sits on a very low key, but exclusive piece of land on the cities East side. And he keeps it under heavy guard.

And unlike the Riggi’s where every day is open house, Breyo has allowed almost no one access to his home, going as far as refusing to let city assessors inspect the Bonacio constructed eight-bedroom home since it was finished in 2006.

This led to Accounts Commissioner John Franck to assess the 29-acre property at $20 million which seems about right to me while Breyo's Saratoga Property Developments LLC challenged it in a suit, arguing that the 29-acre property and home was worth $4.3 million. I put these exclusive videos and photos up to let you decide.
Breyo has also taken an interest in City Politics and fronted his friend and retired Ayco attorney Peter Martin's campaign in the cities Commissioner of Finance race, where he was narrowly defeated by Commissioner Ivins in his successful reelection bid. Martin was one of the attorneys who successfully negotiated the sale of Ayco Co to The Goldman Sachs Group, there by making both wealthy men. Martin is said to be interested in running against Johnson in the next Mayoral race and I am sure Breyo will be standing right behind him. This is a man who is loyal to his friends.

Even after the unceremonious sacking of Herb Chesbrough and his own firing under a cloud of nefarious suspicion. Breyo created the Herb Chesbrough Scholarship in the Arts at Siena College, and funded it with a $500,000 gift to the Loudonville School.

I also saw this home next to Breyo’s but Have no idea who lives there

Saratoga Springs Memorial Day parade 2010; an all volunteer event.

The Cities Memorial Day parade went off without a hitch today with not a City cop or fireman in sight {except uniformed traffic patrol} as the “all Volunteer” event went off without a hitch.

Participants sweat their ass’s off in 90+ plus degree heat, but not a complaint was heard from the marches as both young and old alike were more than happy to honor the sacrifices of our service man, for free no less.

Paid Saratoga Police in air conditioned cruisers kept an eye on marchers, as the parade passed on its way to Congress Park. The city police and fireman’s participation has become a bit of a scandal in this town as Commissioner of Public Safety Richard Wirth started directly billing parade sponsors for the participation of the cities uniform services. Up until this point the citizenry of this City had been under the impression that the cities cops and fireman had been willing volunteer participants in these community events. One can only guess that the Veterans club balked at the hefty price tag, in the thousands of dollars to have the thin blue line walk a few blocks,

I have also come under some big time criticism and have received some fresh death threats for daring to ask if the police and fireman also billed the City for placing flags on the graves of fallen comrades in the Cities cemeteries. a practice they do every year.

On a personal note let me take a moment to salute my Father

Joseph Tighe 1923-1975. US Army 1942-1946 veteran of the European Campaign and City Fire Chief SSFD at the time of his death

Saratoga Springs Police Celebrate Cadillac Contract.

Well today was a sad day in the history of the City, as Mayor Johnson brought the new Saratoga Springs Police contract to the council table . From the beginning it was clear that this was a take it or leave it offer from the PBA before going to state mandated binding arbitration, where the taxpayers would surely have been ganged raped by the Police loving NYS Public Employment Relations Board (PERB).

Mayor Johnson did his best to put lipstick on this pig, but it was clear from his expression and body language the entire process had made him feel soiled, as should all the citizens of this town.

A quick recap;

1. The increase of 1% percent until July 2010
2. A increase of 2% in dec31 2010 and 2% July1 2011
3. A increase of 2% in Jan 1 and 2% July 2012
4. An increase of 2% Jan 1 2013

Now this is a neat trick because it allows the City to claim only a 3% rate increase for the first year but this is an accounting illusion because after the first year the rate will compound at a rate of 4%. My dates might be a little off but it works out to 4%+ step increases.

This is in addition to the automatic step increases that remain a mystery to the public, various education increases and so on and so forth.

So realistically the raise is over 20% for the life of the contract, no matter how the PBA public relations department tries to spin it.

Mayor Johnson did manage to gain a few concessions from the PBA mainly in comp time and training time. The question of how much paid time off is given to Union officers for “UNION BUSINESS ” was not addressed

The City will continue to cover cops and retirees and their family’s healthcare costs, from 100% to 90% depending on their date of hire. The city will also have to now pick up the cost of children till age 25.Thank you President Obama.

Let me clearly state that from the beginning the Mayor was dealing with a union that had loaded the dice in their favor.

It would have been up to them to realize that the City and its Citizens were in dire straits and the days of runaway contracts were over. But they chose to ignore the economic realities and shifting public opinions and said a collective Fuck you to the taxpayer.

I am afraid that although they might be passing high fives and buying drinks at the Elks Club today when the bill for their selfishness comes due and a new set of layoffs{that will make this years look like Childs play} begins. They will have no one to blame but themselves.
The Council was in no hurry to pass this piece of shit so they postponed it to June 1. But it will pass and that will give the propaganda wing of the PBA time to mislead the public about their Hugh “Concessions” but that is all smoke and mirrors.

In the end the Police got what they wanted. The taxpayer and the public got fucked. The new Police Station will continue to live on in the wet dreams of the PBA and Lew Benton.
In in the end the PBA has a victory, but only time will tell if it was only a Pyrrhic victory.

Saratoga Springs Police fire back

The Saratoga Springs Police, facing blistering criticism in their refusal to participate in the Saratoga Elks Flag Day Parade without receiving overtime compensation for its members has launched a rebuttal in the form of a letter to the editor from Chief Cole.

In this Letter Chief Cole expresses his view that Federal labor laws in the form of the Fair Labor Standards Act (FLSA) forbids members of his department from marching in parades in uniform without hourly compensation for each member for up to $75 an hour. That is for each individual member of the honor guard. He is basing this on the legal premise that marching is “work”. I spent sometime working as a union organizer and I am quite familiar with FLSA, both in its intent and in practical application in the workplace.

Frankly after consultations with the Saratoga in Decline legal team, I find his ascertain that they are forbidden to march by federal statute a stretch.

Civic or Charitable Work

Time you spend in work for civic or charitable purposes will be hours worked if:

1. your employer requested you to do it;
2. the work being done is under your employer’s direction or control; or
3. the work is being done during the time you are required to be on your employer’s premises or any other location assigned by your employer as your place of work.

Such time should not be confused with bona fide volunteer activities. If you perform hours of service for civic, charitable or humanitarian reasons, without promise, expectation or receipt of compensation for the services rendered you probably would be
considered to be a volunteer of the religious, charitable or similar non-profit organization that receives your services and the time would not be hours Volunteers The Fair Labor Standards Act (FLSA) defines employment very broadly, i.e., "to suffer or permit to work."

However, the Supreme Court has made it clear that the FLSA was not intended "to stamp all persons as employees who without any express or implied compensation agreement might work for their own advantage on the premises of another." In administering the FLSA, the Department of Labor follows this judicial guidance in the case of individuals serving as unpaid volunteers in various community services. Individuals who volunteer or donate their services, usually on a part-time basis, for public service, religious or humanitarian objectives, not as employees and without contemplation of pay, are not considered employees of the religious, charitable or similar non-profit organizations that receive their service.

For example, members of civic
organizations may help out in a sheltered workshop; men's or women's organizations may send members or students into hospitals or nursing homes to provide certain personal services for the sick or elderly; parents may assist in a school library or cafeteria as a public duty to maintain effective services for their children or they may volunteer to drive a school bus to carry a football team or school band on a trip. Similarly, an individual may volunteer to perform such tasks as driving vehicles or folding bandages for the Red Cross, working with disabled children or disadvantaged youth, helping in youth programs as camp counselors, scoutmasters, den mothers, providing child care assistance for needy working mothers, soliciting contributions or participating in benefit programs for such organizations and volunteering other services needed to carry out their charitable, educational, or religious programs. Under the FLSA, employees may not volunteer services to for-profit private sector employers. On the other hand, in the vast majority of circumstances, individuals can volunteer services to public sector employers.

In other words if they wanted to they could.

And I could have sworn I have seen them working as private security guards on private property for Synergy Investments Ltd., a Dubai-based company headed by Abdulla Al Habbai, all while wearing Saratoga Springs Police uniforms to name just one company.

Not that I don’t have sympathy for Chief Cole and Commissioner of Public Safety Richard Wirth. Both have done an admirable job trying to reign in a department that went rouge under ex-chief Moore and the bipolar ex-Commissioner of Public Safety Ron Kim.

I also understand Saratoga Springs Police propensity to sue at the drop of a hat.

The infamous bathroom 8 who took offense at the powder rooms and Chief Moore who received $80,000 dollars for hurt feeling at the hand of a former Deputy Commissioner of Public Safety Erin Dwyer. Yes these are a very sensitive lot if they are so easily offended by a small young lady.

Yes folk’s litigation is a way of life when dealing with Saratoga Springs Police so I say. Tell them to go to hell. Let the Boy Scouts carry the flag.

I hope the Elks tell them to take their fee and shove up their ass. Anyway as delicate as they are, one could stub his toe in the Parade and that would open up a whole new can of worms.

Carol Ash;How dumb do you think we are?

The Saratoga-Capital Region has 12 parks, including three campgrounds and eight historic sites. These sites have been closed to save money?

Thacher Park,
John Brown Farm Historic Site,
Bennington Battlefield State Park,
Hudson River Islands State Park,
Johnson Hall State Historic Site,
Max V. Shaul State Park,
Schodack Island State Park,
Schoharie Crossing Historic Site
Schuyler Mansion Historic Site

But tell me if you don’t lay off your most expensive and redundant people who are no longer needed how do you save money? When a Wal-Mart closes you don’t keep the staff on payroll, that would be silly, but this is a crime,
Ash, Carol Commissioner of Parks and Recreation salary 2009 $129,952 was asked to make some modest cuts to a bloated and bureaucratic patronage machine. Instead of laying off unneeded staff she closed as many Parks as possible, while causing the most pain to the public. Not one member of the management or rank and file workers have been let go. Now the Parks are closed and grass un-mowed and the workers sit on their Ass while we pay them. She did manage to do one thing with brazing efficiency. One day after her 30 day public comment period she cut off free access for all but the paraplegics, and the mentally ill. Again inflict the most pain on the most people and turn the public against one another instead of against her. Below is a list of workers in Saratoga-Capital Region who keep going to work getting paid even though they have no real job.

Saratoga/Capital District Region Salary New York State Office of Parks, Recreation and Historic Preservation
One of the things Parks loves to spend money on, are projects. This is where they can funnel work to private contractors who are political campaign contributors. In Saratoga State Park they paid 1.2 million on a new Dam to help the irrigation of the golf course. Then they spent $500,000 to cut down trees to improve the field of vision on the Greens. When asked Cassidy Sr, Kevin J Golf Course Supt 2 Annual $74,597 $73,725 said and I am not making this up “Many of the trees were very old”
Kevin I would not like to be your parents when they get old

The funny thing is the Golf course is leased out to a private company. Why they even have a State golf supervisor on a private course is anybodies guess, I would also add that this course is the only part of the Saratoga-Capital Region State Park in direct competition with private businesses. It was never even considered for closure.
So without further ado, these are the Salaries and job titles for just the Saratoga-Capital Region State Parks. In fairness I only printed the salaries of those who made over $40.000 dollars or were projected to this year.

These are the Park Patrolman, the first number is how much their salary was budgeted for in 2009 the second number is the actual salary paid for 2009 , Even though Parks are closed none of these people have been laid off

Next we have the Mechanics of the Saratoga/Capital District Region. Now I don’t know about you, but this looks like a lot of Mechanics to have on staff. What price Patriotism?

One of the more interesting things that happens when a City runs out of money, is that fiscal practices that used to be taken for granted now face public scrutiny. One example was the garage bag scandal in DPW, but another practice although legal is leaving a serious bad taste in the public’s mouths. Seems disgraced former Public Safety Commissioner Ron Kim threw a few bones to the City Unions, with contractual obligations in a contract that he personally negotiated, guaranteeing easy overtime for showing up, taking a stroll and feigning patriotic devotion to Mom, Country and the American flag. In other words big bucks to march in parades.

SAY IT AIN’T SO JOE.

For years it seemed that when Saratoga’s finest Police and Fireman put on their best City purchased uniforms, they were acting as proud ‘Volunteer” representatives of the Cities Public Safety personal. But Union Contracts are more than just who makes what. Buried in them are binding obligations, everything from weekend overtime to bonus money for taking a crap at home are buried in the fine print.

The public only became aware of these contractual obligations when in a effort to reign in overtime, Commissioner of Public Safety Richard Wirth made a managerial decision to shift the responsibility for this mandatory police overtime, off the taxpayers to the Elk's Lodge for police participation in the Saratoga Springs Flag Day Parade. It was only than, that the general population became aware that Saratoga’s Finest were not acting in a capacity of “Honor Guards” but as paid mercenaries of the state,

The Police and their union have spend years cultivating their image as an underpaid and selfless organization struggling to raise their families on a mere pittance of a salary. Ron Kim did everything he could to further that image while negotiating giveaway contracts that will haunt us for years. Then I printed the Police salaries for 2009, and now this to further erode the public trust in this organization. Not to even mention the two dead on black St Pat’s

Johnson has spent the better part of his short time in office with boatloads of expensive lawyers to undue these contracts. Money I say that is well spent.

But of all people it took David Bronner to call this exactly what it is. Speaking to the Council and in the presence of Chief Cole, this retired army officer took the police to task. Now as you all know I am no friend of Bronner, but I will give a man credit where credit is due. Bronner’s speech was articulate and impassioned as he called the police “greedy, unpatriotic and money hungry”. My god, I wanted to stand up and cheer. So here’s to you Dave, and I name you

Citizen of the Month.

In fact I would like to name you
GRAND MARSHAL OF THE FLAG DAY PARADE

Who knows maybe next, I’ll be calling for an Andy Bernstein day, or then again maybe not?

Saratoga County Sheriff’s Departments arrest report of Meredith Lickwola. A Fairy Tale of New York.

Well the Saratoga County Sheriff’s Departments released its arrest report in the Lickwola affair and reading it was like taking a trip to Wonderland with Alice.

This report which I am sure was only released and created to cover everybody’s ass would have you believe that Lickwola called 911 to report that her “crack dealer” friend burglarized her unlocked apartment. Then this victim of a burglary told the Sheriffs that this “crack dealer” friend came over all the time and sold her crack, smoked crack and that now he wanted to kill her. Now I don’t know about you, but I think something smells fishy here?

Why would a crime victim call the Sheriffs to tell them that she loved crack and bought crack all the time? Hell why didn’t the sheriffs just say she fired up the pipe and passed it around? Why not confess while she was at it, that she abused small animals while selling food stamps to buy some rock?

I don’t think this chit chat ever took place with the Sheriffs. I think the additional narrative was added after the Sheriff’s found out Lickwola was dead. I believe it was released by the Sheriffs in an effort to sully the woman's name and reputation.

The one part of the report I do believe was true was the list of Medications she was on and that had been stolen.

Lyrica (pregabalin) is used to control seizures and to treat fibromyalgia. It is also used to treat pain caused by nerve damage in people with diabetes (diabetic neuropathy) or herpes zoster (post-herpetic neuralgia).Lyrica is an anti-epileptic drug, also called an anticonvulsant. It works by slowing down impulses in the brain that cause seizures. Lyrica also affects chemicals in the brain that send pain signals across the nervous system.

Klonopin is in a group of drugs called benzodiazepines (ben-zoe-dye-AZE-eh-peens). Clonazepam affects chemicals in the brain that may become unbalanced and cause anxiety.Klonopin is used to treat seizure disorders.

From these two medications it was clear that this woman had some serious medical problems. THE SHERIFF’S NEW THAT.

When they arrested her ,she became their responsibility because they had taken away her right to seek medical care for herself.

SHE BECAME A PRISONER.

Prisoners are entitled to free healthcare because they have no opportunity to provide for it themselves. As of 1976 all prisoners in custody have a constitutional right to free health care, their well being becomes the responsibility of the STATE. The Sheriffs NEW THAT. They could have taken her to the Saratoga women’s facility at the Saratoga County jail. They have 24/7 heath care facilities for prisoners.

Now you fuckers can try to paint her as a crack addicted whore, all day long and in the end all you are doing is bringing dishonor to your uniform, and your oath to Protect and Serve the public.

Some bonehead make the fatal decision to arrest her, transfer her and finally to lie and cover-up the contributing negligence that led to her death. No bogus crime report will change that.

Now forgive me my crack dealer is late and I’m worried about him, maybe I’ll call 911 to report he ripped me off.

In memorial: 23 Greenfield Ave 1858 to 2010.

Saratoga Springs: The grand old structure at 23 Greenfield Ave was killed on Friday morning May 14 2010 by Michele Riggi, the former trailer trash maven, who hit the lottery when she married Ronald Riggi. Mrs. Riggi, who set out in building the largest double wide the City had ever seen on North Broadway, destroyed this beautiful and significant historic structure to increase the space of her dog kennel. Mrs. Riggi is said to have in excess of 27 dogs in residence at her North Broadway doublewide but rumors that she might have actually given birth to some of her hounds are patently false.

23 Greenfield Ave saw the city though the Civil War, the assassination of Lincoln, two World Wars, the Great Depression and countless other events big and small. Her walls and ceilings gave peace and comfort to a diverse segment of Saratoga’s population.
Some of the more noted residents of the Italianate-style home over the last century and a half, according to the Saratoga Springs Preservation Foundation were
Mary Burr Wayland, whose father was Col. Samuel Young, a prominent attorney and New York secretary of state.
Katherine Ehninger, Burr Wayland’s daughter who was married to John W. Ehninger, designer of the city’s seal.
Julia Clement, wife of Henry S. Clement, who owned the Congress Hall Hotel.
Lillian J.E.W. Bockes, one of the original incorporators and trustees of the Skidmore School of Arts, now Skidmore College.
Saratoga physician Dr. Fred Phillips and his wife Norma.

Both much more than that, she was a thing of beauty and quiet dignity that added grace and charm not just to the neighborhood, but to the ambiance of the entire city.

She is survived by a grieving neighborhood, an angry community and an architectural black hole where she once stood.

“The nicest house we ever tore down” Quote from unnamed demolition worker

Well Michele Riggi did the unthinkable today and unleashed the demolition team on 23 Greenfield Ave. As some of you might have noticed I have refrained from writing about Michele out of respect for all of her charitable good works over the years, while hoping she would do the right thing, but that comes to an end NOW.

Riggi you ignorant slut. You have assaulted the entire heritage of this city. You over made up tasteless clown, I have put headers on these videos and this story that read.

Do you know what that means you little twit. Anyone who searches your name on the web will be brought to this story and those you tube videos. Oh yea bitch, people will remember you all right, but not for the reasons you'd like. Now before you call the cops you little pussy, I’m not advocating violence or lawbreaking, but just like you had every legal right to destroy that wonderful old landmark, I have every legal right to publicize what you did for web eternity.Your beloved heated dog park.

And one last thing. I’ve always had a certain survivalist mindset with a deep suspicion of government{reinforced by my travels in Bosnia and the West Bank] and if the shit ever does hit the fan and the food riots start. You’ll find me up on North Broadway with my old friend Ron Kim and his favorite cookbook.

Apocalypse on Church Street: how close did we come?

Everyone knows that I have been a vocal critic of the abortion on Church Street, otherwise know as the Church Street reconstruction project, but what has been a traffic fuck up and royal inconvenience almost became a cataclysmic event Wednesday morning.

Workers from DelSignore Companies, the contractor hired by Anthony “Skip” Scirocco to reconstruct Church Street, hit an underground 3 inch gas main at around 10 a.m. while using a backhoe in the roadway near Van Rensselaer Street, next to the front hospital parking lot, said Anthony “Skip” Scirocco, Commissioner of Public Works. Scirocco said“They heard the hissing sound about a block away. It could have been a catastrophe,”

The gas was NOT shut off till 11:20 a.m., an hour and 20 minutes after the break was reported.

Now the Saratogian and others have done their best to po po this away. The Saratogian barely covered the story and down played the entire incident, it was not even on their web site. They seem to downplay anything that might portray their golden boy Scirocco or his handpicked gumba contractor in a bad light. After all, he is one of the “old boys network” protecting their theft of the parking lot. Remember it was Scirocco’s opponent McTygue who had the Irish audacity to question the legality of that agreement since they privatized the lot, thus breaking their original agreement with the city. Funny how nobody in City Hall can find that original agreement. But I bet if you dig around in Accounts archives they might have missed shredding a copy, HINT HINT John

The Hospital also was in no hurry to sound the alarm at least in public.

Hospital spokeswoman Ellen Kerness said "the smell of gas was obvious in the hospital. Some patients nearest the site of the leak were moved to other rooms. Elective surgeries were postponed, and visitors were asked to stay in the hospital longer rather than go outside and start their cars"

But in private they were scared shitless, according to my contacts.

I have many friends in the Hospital who were more than willing to tell of the terror that gripped staff and patients alike as evacuation plans were considered and staff franticly moved patients away from the front of the building. The area closest to the potential ground zero. Surgery was canceled while officials came within moments of implementing the hospitals internal disaster plan.

Now to all my detractors{of which I have legions} who will claim I am blowing the threat posed by a 3 inch gas main rupture in front of the Hospital out of propotion, I doubt the survivors of the 1990 gas pipeline rupture and fire in North Blenheim, New York would agree.
The explosion was caused by propane gas that had leaked out of an underground pipeline. The blast, which blackened a swath of farm land and trees, killed two people and injured five. Besides the eight homes destroyed, three houses were damaged. A witness at the time said ''The town's half-gone'' How short people’s memories are. For a list of Gas pipe line explosions HERE
The one area paper who did give a decent account of the possible tragedy was the Gazette in a story penned by Tatiana Zarnowski.

You know it is one thing when idiots like Scirocco and his gumba friends at DelSignore construction cause delays, cost overruns and unnecessary inconvenience to the public or his workers pocket a few grand in Carousel receipts, but blowing up the front of the Hospital is in a whole new Ball Park.
Then when the Saratogian actively aids and abets this morons fuck ups I can only wonder if this town will ever be able to recover or when the next disaster will accrue.

In the meantime folks be afraid, be very afraid. Only GOD knows when or where the next parking garage collapse will be, or if the Carousel will go spinning out of control. But whatever happens. the Saratogian will put a positive spin on it. Think headlines like. Parking Garage collapse everyone OK except for a couple of people who were sickly anyway.

Let the Police cover-up begin

Well two days AFTER I broke the story PATRICK H. DONGES, The Saratogian reporter published the story that the family of Meredith Lickwola, the 38-year-old Schuylerville woman who died under mysterious circumstances in Police custody had retained Peter Tulin former City attorney to represent them in a possible wrongful death suit against the city. As reported by Donges in a well written story the Police Department has a long record of deficiencies.
“Janine Kava, a Commission of Correction spokeswoman, said Tuesday that holding facilities like the city lock-up are typically evaluated every three years. After an inspection in August 2008, the commission found the department’s detainee supervisory procedures, logbook documentation and suicide screening form procedures were not in compliance with minimum standards’

That brings me to the first and most basic question of the many hundreds I have.

The woman was in the custody of the Sheriffs Department. Female prisoners are routinely transferred from the City lockup to the County Jail due to the medieval conditions of the city lockup, The County Jail has a state of the art facility and 24/7 health facilities for female inmates. Might have come in real handy the night she died. So why dipshit, did you transfer her in to the medieval jail away from medically equipped facilities?

That is just one of many points I will make in the upcoming months.

But first just to show you I can predict the future, let me tell you what’s going to happen next.
First an organized smear campaign against the late Meredith Lickwola, her family, her attorney and even yours truly. This we be led indirectly by the police through their friends, supporters, family members and contacts in the press.

Expect to hear she was a drunk, drug addict and her family are money hungry low lives.

Next her Attorney will be called a women beating homosexual, who would fuck an Elm tree if he caught it with its pants down.

I will be called a drunken police hating, Town of Milton living, piece of shit,

Yea that’s about it for the first round, and then it will get worse.

What about the Cops you ask? Our thin blue line of heros?
Well the Blue Wall of Silence the unwritten rule among police officers not to report on another colleague's errors, misconducts or crimes. If questioned about an incident of misconduct involving another officer (e.g. during the course of an official inquiry), when following the Blue Code of Silence, it would be standard procedure to claim ignorance.

You can see that all ready in the logs.

Now let me tell you I was a truck and bus driver for many years from the City Garage to Upstate transit and I have fudged many a log book in my day and I’m pretty good at spotting a fairy tail log and this is a classic example of a log that was filled out, not at different times but all at once after Lickwola, was dead.I can just imagine Quattrini{2009 salary Quattrini, Linda J $102,198} frantically filling out the log as the body was taken away.

Just look at the uniform writing and the uniform depth of calligraphy, the same pen. All of this points to a Department covering its tracks. But what the hell do I know? I’m just a drunken police hating, Town of Milton living, piece of shit. Just ask Andrew Bernstein and he never lies.
And the death report

Bernstein cries fowl. Realizes just how thankless the promoter’s life is.

With tears dripping on his keyboard Andrew J. Bernstein Sports Editor at The Saratogian has penned a sob story of epic proportions at Embrocation Cycling Journal HERE. Seems Bernstein has taken offense to my criticism of him and his planning abilities. Whining that my complaints along with residents legitimate complaints were beyond “anything that any volunteer should have to deal with”

Ohhhhhh I’m so sorry. Did the spotlight I shone on your race upset you? Well what can I say? I guess you are more used to the admiration of your parents and Editor Bab’s. But I will take a moment out of my busy day to explain a few simple things to you.

1, You love cycling fine, I enjoy it my self. Unfortunately the entire west side doesn’t share your enthusiasm and doesn’t appreciate having their entire neighborhood in lock down so you can enjoy your expensive toys in traffic and pedestrian free streets.

2. Learn something about public relations you arrogant little prick. When people complain to you, address their complaints without your trademark dismissive attitude.

3. Buy a book on Thoroughbred racing as Sports Editor at The Saratogian you should at least know which end of the horse goes in the Starting gate.

4. Keep a close eye on your trust fund; you’re going to need it to support yourself.

5. The fact that you had to call your friends
“When I put out the all-call to my brethren in spandex, they responded like minutemen, letting the anonymous, online detractors know that they loved coming to our city to spend the day, race their bikes, talk to the locals and spend some money. There is value in bike racing to a community” shows the lack of LOCAL support for your hobby
I had to call on no one for support. They were more than happy to tell you exactly what they thought of you, without sticking a cattle prod up their ass.

6.And please Andrew cut the crap that you only organized this for altruistic reasons. Face it you have no credibility with the locals as a reporter so you organized this event to increase your standing and reputation among a select group of elitist cycling friends. As far as the money raised for charity that was just an afterthought to you and frankly a coin drop on East Ave would have raised an equal amount without the aggravation.

Please donate to Haiti Earthquake Relief
Here.
See Andrew, now I’m a charity too.

7.And Finally I do take exception to your criticism of me in regard to your biased reporting in the last election. You may not realize this, but prominent members of the Democrats for change bragged how they had you “in the bag”. Your love and fawning admiration for Commissioner of DPW Anthony “Skip” Scirocco and your refusal to report on any event that might hold him in a bad light was unprofessional to the point of being degusting.

Anyway hope to see you at lunch and keep that resume up to date. Something tells me, you’re going to need it

More news you won’t find in the Saratogian. Did somebody say “Lawsuit”

The mother of Meredith Lickwola has hired a prominent local attorney to represent the interests of the family in her tragic and mysterious death in Police custody. Meredith Lickwola the 38-year-old single mom from Schuylerville was arrested by County Sheriffs on a misdemeanor petty larceny warrant after calling them for help with an unwanted guest in her home on St Patrick’s night.

The women was dragged out of her home transported to a darkened road by Saratoga County Sheriff’s deputies where City police met the deputies and took Lickwola to the police station, where she was processed and placed in the female holding cell. Hours later the woman would be dead in the city lockup.

Police have maintained a virtual news blackout that has only fueled speculation that they are hiding something. I for one am grateful for this development and the public should be too.

At this point I would suggest the Police come clean and release to the public the coroners’ and pathology reports. Remember the cover-up is often worse than the crime and when payday comes and justice is served you have no one to blame but yourselves.

And once again the Saratogian is asleep at the switch. The TU is said to be working on this for Tuesdays Edition and Bab's is said to be busy extraditing her head from her ass.

The TIMES UNION wrote about it today

HERE

The Saratogian is running an Exposé on an outbreak of restless leg syndrome among DPW drivers caused by excessive driving in aimless circles this week, and has no staff to cover such trivial matters as a death in Police custody .

Saratogian web site still infected

With much fanfare and little apology the Saratogian proudly announced Friday it was virus free. The Saratogian then went on to explain how the whole thing wasn’t their fault, claiming that all cyberspace is infected to one degree or another and we should all expect this sort of thing now and then.

Well I say Bullshit.

You except advertising from anyone who has a buck and simply don’t know how to check or just don’t care if your ads are spreading malware or not. Since starting this blog I have been subjected to infected e-mails, denial-of-service attacks {In a denial of service attack, the user sends several authentication requests to the server, filling it up. All requests have false return addresses, so the server can't find the user when it tries to send the authentication approval. The server waits, sometimes more than a minute, before closing the connection. When it does close the connection, the attacker sends a new batch of forged requests, and the process begins again--tying up the service indefinitely.} Along with other less sophisticated forms of Cyber warfare.

But I have been trained by Eastern Europeans to fight off such attacks by employing industrial grade Anti-Virus software to protect myself and my readers.

Now here is the problem when I go to the Saratogian site I am still receiving warnings that the site is infected and to proceed in a manner that cyber geeks know as “Shields Up” unfortunately the average surfer checking the local obituaries has no such defenses and I cannot in all good conscience recommend that anyone except the most skilled web surfer access their site. Really it’s not like your missing much.

For a less serious take on this see my friends at You idiot HERE

So what did the staff of the Saratogian do all weekend if they weren’t checking the website to make sure it was no threat to its readers?
Well I’m sure Babs was still in mourning over the loss of her former paramour Dick Brooks, but the rest of the staff were busy doing what the papers number one priority is these days{while not infecting readers computers that is} namely towing hapless tourist cars from their lot for the extra income.

You see with paid subscriptions in the tank and your classified ads reduced to “work at home” scams you can always rely on the one old reliable. Yes folks “Fuck the tourist” , In a classless display of greed the Saratogian has been ever vigilant in towing any fool who happens to park in their empty lot, a lot I must add the Saratogian stole with the help of the City Council in a Urban Renewal scam that tore down privately owned small businesses through Fascist Eminent Domain preceding, to create their parking lot in which the Saratogian promised to maintain 35 spaces for “Public Use” The justification in this, was that at the time the paper was a vibrant downtown business that had union pressman in the basement and a staff of reporters turning out a well read afternoon edition, and to continue they needed more parking. The paper paid a token $20,000 dollars to the City and agreed in a back room deal to support the city in all future Eminent Domain preceding. Mussolini would be proud.

Now that the paper is bankrupt and with a compliant City Council that lacking the knowledge of the history of the lot has allowed the paper to turn it into a money tree denying the public access and towing anyone for even looking at it too long.

TIME FOR THE CASH STARVED CITY TO DUST OFF THAT OLD AGREEMENT AND TAKE BACK WHAT IS OURS.

It might be too late for justice for the old property owners like Willie Lum who were robbed in this Parking lot scam, but it isn’t too late to nullify the agreement for some justice for the City Residents.

How to you scumbags who wish to silence me and the truth
BRING IN ON
My cyber shields are up.

Next; did DPW drivers leave the scene of an accident?

Malcolm Brooks; Rest in peace

It has come to my attention at today’s funeral for Dick Brooks that many people were unaware of the tragic death of Dick’s popular brother Malcolm. Malcolm was loved by all whom knew him and his tragic and untimely death in a drowning accident in Florida robbed the world of a great musician and man.

Malcolm Thomas Brooks, 54, died April 5, 2010, in Stuart. He was born in Saratoga Springs, N.Y., and moved to Stuart 35 years ago. He was an independent contractor and worked primarily in the Loblolly community in Hobe Sound for 25 years. Survivors include his brother, Gary Brooks of Saratoga Springs; and sister, Denise Largen of Houston. Memorial contributions may be made to The Humane Society of Treasure Coast, 4100 S.W. Leighton Farm Ave., Palm City, FL 34990. SERVICES: Services will be at noon April 14 at Hobe Sound Public Beach. Arrangements are by Aycock Funeral Home, Stuart. An online guestbook is available at www.aycockfuneralhome.net.

Saratogian Virus cured

We at the tech squad of Saratoga in Decline have been hard at work to find you a fix for the Saratogian virus that has caused panic and computer destruction across the nation.......

First if your computer will not operate without pop-up's, uncontrolled instability, or it blocks your commands you have contracted the Trojan from the corrupt Saratogian web site.

BUT WE HAVE THE ANSWER. Follow instructions carefully.
Shut down computer’
Start in “SAFE MODE”
Windows XP
Using the F8 Method:
1. Restart your computer.
2. When the machine first starts again it will generally list some equipment that is installed in your machine, amount of memory, hard drives installed etc. At this point you should gently tap the F8 key repeatedly until you are presented with a Windows XP Advanced Options menu.
3. Select the option for Safe Mode using the arrow keys.
4. Then press enter on your keyboard to boot into Safe Mode.

Windows Vista
Using the F8 Method:
1. Restart your computer.
2. When the computer starts you will see your computer's hardware being listed. When you see this information start to gently tap the F8 key repeatedly until you are presented with the Windows Vista Advanced Boot Options.
3. Select the Safe Mode option using the arrow keys.
4. Then press the enter key on your keyboard to boot into Vista Safe Mode.

Windows 7
Using the F8 Method:
1. Restart your computer.
2. When the computer starts you will see your computer's hardware being listed. When you see this information start to gently tap the F8 key on your keyboard repeatedly until you are presented with the Windows 7 Advanced Boot Options screen
• Then press the enter key on your keyboard to boot into Windows 7 Safe Mode.
• When Windows starts you will be at a typical logon screen. Logon to your computer and Windows 7 will enter Safe mode.
• Do whatever tasks you require, and when you are done, reboot to go back into normal mode
3.

Now in safe mode download and run
http://www.malwarebytes.org/
This is a free program and when run and installed in Safe mode will kill the Trojan.

If this fails download the malware from an uninfected computer and copy the set up file to a flash drive and connect through the USB port in the infected computer in Safe mode. Copy to desk top and run.

It is a bit ridiculous that I have to clean up the Saratogians mistakes, but alas that is the state of the world we live in.

Saratogian website infected with a virus

It has been confirmed that the SKIDMORE IT department has issued a campus wide alert to stay off the Saratogian website.

You folks really know how to run a website
We have had a number of infections on campus today. They were caused by simply visiting a web page that had accidentally accepted a malevolent advertisement. One of the most common pages was The Saratogian. I have called the newspaper and I have verified that they are aware. Their corporate IT department is working on a fix. In the meantime, please do not visit the Saratogian’s web site for the next day or so. This problem is not unique to the Saratogian. The NY Times had a similar problem a few months ago and rumor mill tells us that the Times Union just had the problem.

1.So are they going to pay for all the fucked up computers?

2.I see now that you have put a warning on your website after I broke the story.Did you wait till I broke the Story to save yourself embarrassment and tired to quietly fix it without the public finding out?

3.Who new you were infected and when did they know it?

Personalty I think everyone who had a damaged computer should go and file a claim in small claims court against the Saratogian for their repair costs.

The Saratogian is libel for damages if after being notified of the damage their server was causing, they failed to notify the public of the risk in a timely manner.

Filing a claim is easier than you think and you don't need a lawyer, just save your receipts for repairs.Contact me for details.

News you won't read in the Saratogian:DPW worker arrested at City Garage for Indecent Exposure

Ricardo Falcon-Diaz a DPW worker {2009 salary 41,533.78} was arrested at the City Garage at 3pm yesterday on a charge of indecent exposure after it was alleged he urinated on West Circular St. residence. An acquaintance of Ricky, Geraldine A Loya, {DPW Flower girl 2009 salary 47,275.71} who was with him at the arrest explained to police that Rick had been tricked into taking Viagra and his penis unexpectedly popped out of his pants.

Mr. Falcon-Diaz a former groom at the race track who became acquainted with the then Commissioner of DPW Tom McTygue after a brutal fight that left him in the hospital with a broken jaw, was given a second chance at life and was hired by a sympathetic McTygue. He later became an outspoken supporter of Commissioner of DPW Anthony “Skip” Scirocco and was heavily involved in his election and reelection campaigns. No word yet if he will see any DPW disciplinary action, but if you see Marilyn Rivers, the Cities Risk & Safety Director, feel free to pass this along.

Saratogians treated to rare sight. Commissioner of DPW Anthony “Skip” Scirocco spotted on Broadway.

Saratogians who ventured out on Broadway today were treated to rare sight, as Commissioner of DPW Anthony “Skip” Scirocco left his well appointed City Hall Bunker to see the collapsed Parking deck. Scirocco has been seen less and less of late outside of City Hall and he was said to have expressed shock at the sight of spring weather. Scirocco headed a large delegation to stare at the lot and brainstorm over what to do. Several well wishes were seen chatting with the Commissioner who soon grew tired and frightened. After a few more minutes his old compatriot in arms Pat Design was seen safely leading the Commissioner back to the security of his mancave. There is no word if Design was paid for his efforts.

Commissioner Scirocco laid out his plans for the Lot at last nights City Council meeting

If someone can translate Sciroccoese to English I would love a translation of his speech.

Meantime the cities homeless who were living under the deck until the collapse of their ceiling have migrated to Broadway until they can locate another plot of earth to rest their heads.
