Well today blog fans I turn my laser like spotlight on Saratoga Springs DPW femme fatale Geraldine Loya, aka Geraldine Dumortier, Geri Dumortier or Geri Loya.
So let’s take a look back at Geraldine Loya’s life to see how at the age of 64 she landed this payday. Flashback to August 1974 when then husband the late George Dumortier age 29 plugged the 26 year old with a 22 slug in the chest.
He shot her for reasons unknown at the Apartment they shared in 114 Caroline St on a hot afternoon at 12:15pm on August 29 1974. Kind of destroys the “tooth fairies” Chris Mathiesen view that the Saratoga of the past was a sleepy little halcyon town. Really Chris the same summer Loya was shot we had drug wars in Jefferson Terrace, two strip bars {Victors on Caroline and Neutral Corners on Ash} and a long catalogue of social ills in the city.
But I digress. Loya almost died and was rushed to Albany Med where she made a full recovery.
Her personal life on the other hand continued to be troubled. On 07/09/1990 Loya filed for personal bankruptcy having her debts wiped clean in a Chapter 7 bankruptcy discharge on 10/16/1991. This was her second lucky break, but her life would go seriously wrong in a few more years.
On the night of April 19 1998 two city residents were arrested on a Sunday morning in a drug raid by city police and the State Police Community Narcotics Enforcement Team. The pre-dawn raid on 75 Washington Street Apt4 that Sunday, led to the arrest of two people on felony drug charges and police confiscated $2,000 worth of cocaine and more than two ounces of marijuana. Their names Geraldine A. Loya, 48, and Donald A. Pickens, 25. This was some serious shit.
Loya managed bail and somehow was able to move into 17B-4 Jefferson Terrace despite the fact she was an alleged Crack dealer and charged with 3 felonies.
Her luck ran out when she was convicted of felony drug possession charges and was sentenced to 1 1/2 to 4 1/2 years in state prison.
But that was just a minor setback for the ever resourceful Loya. Upon her release from State Prison she came back to her hometown Saratoga Spring and convinced then Commissioner of Public Works Tom McTygue to give her a second chance in life. McTygue who always had a soft heart for a sob story and believed in redemption gave her the second start.
Years later she became one of the main campaigners for Anthony "Skip" Scirocco in his successful campaign to defeat McTygue, the 30 year incumbent Commissioner of Public Works.
Loya went on to become a favorite of Scirocco. She became a common figure watering flowers on Broadway and to some a symbol of the overpaid DPW laborer, when people realized the unskilled convicted felon was pulling down 47k a year.
Her taste in men continues to be questionable as she lives with fellow DPW laborer Ricardo Falcon-Diaz, living with the much younger man in a home they share at 133 W. Circular St
Mr. Falcon-Diaz a former groom at the race track became acquainted with the then Commissioner of DPW Tom McTygue after a brutal fight that left him in the hospital with a broken jaw, he was also given a second chance at life and was hired by a sympathetic McTygue. He later became an outspoken supporter of Commissioner of DPW Anthony “Skip” Scirocco. No wonder Geri and he found each other. Falcon-Diaz is also no stranger to the law being arrested in 2010 at the City Garage at 3pm May 5 2010 on a charge of indecent exposure after it was alleged he urinated on a West Circular St. residence. The charge stems from an incident at 7:30 p.m. on April 26 2010.
I also have been told by numerous City Garage insiders that Falcon-Diaz has failed several drug tests and is being counseled.
Now to get back to where this all began, things were going along just nicely until last summer July 2011 when Loya fell-slipped- whatever on Lake Ave while undertaking the dangerous task of watering flowers. According again to numerous sources, this led to her collecting Workman’s Comp for injuries to her hand through October 2011.
On her return to work she was given an assistant to put out a footstool for Loya to use whenever she exited the pickup truck{ no I’m not making that up}. Seems Commissioner Anthony “Skip” Scirocco is really fond of Loya.
Scirocco is also pushing for a promotion for Loya to Skilled Mechanic so she can hang around the DPW garage and act as Scirocco's eyes and ears to flush out any malcontents and inflate her last years earning to pad her pension numbers. Yes Skip Likes Geri
I also hear he had DPW crews replace her sidewalk at 133 W. Circular St. Neighbors also tell me of Loya bringing home DPW tools and left over city flowers for her yard. Really The Housing Authority ain’t the only thing that stinks in this town.
Now for the kicker. Loya was recently awarded a $60,000 Schedule Loss of Use Award by a Workers Compensation Judge. This award is for loss of use for her injured body part in this case her hand. Tax free by the way.
Well Little Geri certainly has had her ups and downs in life but I guess the victim in all of this is little Ricky Falcon-Diaz. No more hand jobs for him but 60K will buy a pretty good Crack fueled weekend

Civil Service approved her upgrade tonight at their meeting. Now please maybe the HR Mgr. or Risk & Safety, or the City Attorney can answer the $60,000 question. How can she be upgraded to MM1 while collecting 80% disability for her hand, than once the check has been cashed she comes to work with a Dr. slip stating she can now perform all of the duties required for MM1 EXCEPT jack-hammer? Which automatically makes her disqualified for the position, but Civil Service approves anyway. Could this be considered fraud? She can't even start up the water tank to water the flowers by herself, how the hell can she be promoted to skilled laborer? Have a lot of different ideas as to what exactly she has on Skippy with her shaded history. How the HELL do the Republicians explain this joke of a commissioner?
You are also forgeting that today they gave a full time job to a kid with only about a year of service to the city, while other people who have over six years of service got passed up.

This is one more example of the magnitude of the incompetence within the Scirocco administration. This story is certainly news worthy and should be investigated by the local newspaper. Let me see if I have this right...an employee is paid $60,000 for an on-the-job injury, out of work for 4 months, hasn't worked a full week since last October...and is now promoted to a even higher position that requires increased laborer work and skill? This is the same Civil Service Commission that couldn't bring themselves to say a disparaging word to Ed Spychalski even though they agreed he violated Civil Service law by promoting his son Jonathan to safety officer, a position he created in violation of Civil Service rules. They decided they would have to wait until the Comptroller's audit was done to do anything. What will the audit tell them that they don't alsready know and in fact have said is so--Ed violated civil service law. Maybe this Commission should be looked at more carefully as well!

This is the same DPW Comm. & the same Civil Service that approved the delation of canfield casino bookings from the supervisor that had been doing the job for 5 yr. under the same title that had done it for the past 10 yr. & created a new position at the cost of $70,000to increase revenue by $50,000, & then was denied funding. I believe Civil Service also agreed last night to Skippy's request to change the description of Supervisor I & Supervisor II. Supervisor I will have two-three employees under them while Supervisor II will have three or more. This taxpayers, will upgrade almost all of his Supervisors & allow him to again upgrade Geri to a Supervisor I w/her toads Johnny & Jason working under her. Wait & see!
You change the charter to City Manager and you'd have to elect a majority of the city council (with staggered terms so that could take years)then get them to fire the city manger (or buy out his/her contract) and then hire a manager who would fire the DPW head. Wouldn't it be easier and a bit more direct to just not re-elect Skippy next year?

Yes. Yes they can. But the only way YOU would ever get that information is with a court order equivalent to a search warrant. And for that, you need to prove to an investigator that some egregious crime has occurred(just to specify, basic online insults do not represent a chargeable crime; even libel is a tricky one to present to an investigator, since some of what is written here is covered under free speech). John can track IPs and certainly knows when someone is posting from City Hall. He can also track the IPs of people who are posting maliciously. Only given the nature of Internet Protocol addresses, that information generally only tells him the rudimentary locations of where people are posting from. Unless, of course, he gets a court order. So your fear mongering is pretty hilarious to anyone who has a basic high school level knowledge of how computers work...which you obviously don't.

Yes you are rite Tommy did give Shelly a full time job and none of you questioned it,eventhough you all knew it was wrong what he was doing with these fake interveiws.
If you remember Shelly made a statement in front of other employees before she got Union Fulltime that her husband retired from either Quad Graphics or Ball Metals and was making around 100K a year and she didn't even need to work.
If you also remember when Skippy ran out of money and started laying off people,she got layed off because she was one of the last put on UNION fulltime.
After about a week of being layed off she went and cryed to the city councel at the next meeting and said she could not pay her bills and needed her job or she would loose everything,SO of coarse Skippy and the city counsel made an exception and put her back on fulltime pay.
Everyone else had to go find another job to support their family's and pay bills except her,SKIPPY is the ONLY one who had the FINAL WORD to hire her back after her short {days} layoff AND HE DID................The real pissoff is that she has no children to support or care for.
I also know that one guy that got layed off who had a wife dying of cancer and he had to get several part time jobs to try and keep things together for his family and kids,although Skippy didn't care about that as long as the NUMBERS made him LOOK GOOD.....and Shelly was happy......

When Geri plants flowers all she does is plant them in the hole someone else dug for her, she even has someone else hand her the flower to plant. As far as snow plowing she doesn't know how to use a snow plow, she can't even run a snow blower. Pushing snow with a shovel along the sidewalk isn't shoveling. She can't start the water pump on the back of the flower truck, all she does is sit on her ass, drive the truck while you water. You call that skilled labor? There is nothing under her new job description that she can do. She's never weedwacked, trimmed bushes, trees, paved, it goes on & on. Her primary job is driving around the city wasting taxpayers money on gas with one bag of trash on the back of the truck spying on anyone she can. Finally if it wasn't for T. McTygue having a big heart & giving Geri a job she would never had gotten out of jail when she did. Tom McTygue is the only reason Geri has a job with the city & she knows it!

If any DPW worker is brought up on discipline related charges for anything that I HAVE WRITTEN. {Comments don't count} I will be happy to refute that and testify under oath if necessary to such...That I alone wrote the story and no current DPW worker helped me in any way and
1.No current DPW worker gave me any info on Geri or her comp payment or her sorted past
2.All information was legally obtained using legal data bases available to the public.I just happen to be very good using them

SARATOGA SPRINGS — City police have arrested a man they say was involved in trafficking narcotics in the city.
Harry G. Steele, 30, of Cobble Hill Road in Saratoga Springs, is charged with multiple felonies for drug possession.
Police executed a search warrant on Steele’s home Friday and seized small amounts of marijuana and cocaine as well as drug paraphernalia and $18,000 in cash. Police allege the cash was used to subsidize drug trafficking.
He is charged with third- and fourth-degree criminal possession of a controlled substance, both felonies, as well as possession of drug paraphernalia, a misdemeanor, and unlawful possession of marijuana, a violation.
Steele was arraigned in Wilton Town Court Friday and is being held in Saratoga County Jail without bail.

The last question answered is gerri got a workers compensation claim at work and she does have use of both hands, it is just the three fingers on her one hand that don't work so good anymore, it's called getting injured at her job you assholes.

Jesse hall is the one that chases parked cars, like when Jesse hall jumped in the window of the garbage truck while it was moving in front of city hall, and you can ask Shane Rydell about that! Or the time when Jesse Hall sleeps in the garbage truck during City time that is because Jesse can't work two jobs in one week(Jesse Hall works a full time job at the saratoga springs YMCA full-time 40 hours a week, his other job at Saratoga Springs DPW part-time 20 hours a week. So his total work week is 60 hours a week) and that is why jesse hall can't handle two jobs because jesse gets tired from working (if you can call it working) two jobs!!!
