Saratoga Citizen parties the night away
Its nights like this I remember my favorite prayer. “God give me the strength and wisdom to forgive my enemies but just not yet.”
Well we started out tonight with the cast of beasties from Saratoga Citizen demanding in the name of God, King and everything holy that charter change be put on the ballot in November. They got their wish but not before the Mayor argued against having the city change the wording of the petition and having Saratoga Citizen ask a court to change it to no avail. The motion passed 4 to 1 with the Mayor being the sole dissenting vote.
I got in one last lick. In the public comment period I asked one simple thing.
Each member of the Council state on the record before voting if they gave money to Saratoga Citizen and I said if they had they should recluse himself from the vote. All stated they had never given money to Saratoga Citizen except Public Safety Commissioner “toothy” Christian Mathiesen who admitted he had and that he was voting anyway.
At that point the beasties of Saratoga Citizen loudly left the meeting to cause mayhem in the cities bars while they celebrate their victory. I can only imagine the trouble Brent “The dancing man” Wilkes and retired Wall Street attorney Peter Martin will get into after a few shots of straight Baileys. Maybe if their lucky they can have a navel shot off Citizen Clancy. Funny how the very people who complain about the cities bars have no problem getting trashed in them. Moving on.
In other news Public Safety Commissioner “toothy” Christian Mathiesen again took a pounding in the public comment period about his effort to close the cities bars. In one remarkable moment a member of Saratoga Citizen, a retired State Trooper on permanent disability who now is a Union lobbyist after singing the praises of Saratoga Citizen chastised “toothy” as misguided for trying to close the bars at 3am. This guy is one of their own and when he left Eileen Finneran, you know Eileen the women who broke Deputy Commissioner of Finance Lynn Bachner office doorknob off after she felt Bachner wasn’t supportive enough of “Toothy”. Well she waddled off her chair and took after him catching him in hall. I think she dented his chest with her massive finger as she told him to never, ever criticize “Toothy”in public again. All of this was just too much for the unstable dentist as he pulled the vote off the agenda. But “toothy” has a plan b {more on that later}.
Next to the Finance Department and commissioner Michele Madigan. It was a good night for Madigan as both her hot ticket items passed 5 to zip with barely a word.
The vote to bring some oversight to the Police DEA slush fund passed without a word and her corrective plan for the Housing Authority passed after some minor concerns.
At this point the Council awoke Commissioner of Public Works Anthony “Skip” Scirocco who went through his agenda in two minutes and promptly went back to snoring. His deputy Timmy Cogan was not in attendance but nobody noticed not even Skip.
Then we got to Public Safety Commissioner “toothy” Christian Mathiesen's agenda. De-fanged after pulling the vote to close the bars it appears the vindictive Mathiesen plans to harass the downtown bars with noise violations. Warning my friends in the hospitality industry in the city. Take his threats seriously. The man holds a grudge.
And finally Mathiesen doesn’t like to be told NO. Seems ‘toothy” believes he can put anything on his agenda at any time. When told he can’t he got a little cross.

The proposal that the City Council voted on tonight to change the form of City Government will not be on the "ballot" this November.
The Rules for a Ballot Iniitiative are quite simple.
It is astounding that the City Council did not follow them.

Let's have a local government of professionals, properly vetted by an HR Manager and a dedicated ELECTED Council with a Council/Manager system. The current Council is a mess run amok... and let's look to last week and the Building Inspector fiasco for proof. The "Professional" was appointed by the Mayor last October, only to quit the $75G position last week. Why? Typical Council cronyism screw-up--
In a story I was all ready to give to JT, the "Inspector" had lied about his most recent job with a major Schenectady firm, claiming he was "Director of Operations" when his real job was only in the "Parks Department." For his Civil Service-mandated degree, he claimed a "Construction Management" degree from a school that offers no such program. In fact, his major was Phys Ed.
The Mayor was in a hurry to fill an embarassing long-vacant post, nobody did the most fundamental background check, and Building Permits were issued by a $75G fraud.
We can do better, we can get better, we can vet better. Adieu.

Now, Kyle, imagine a city manager hired who turns out to have the same credentials problems as the Inspector. And imagine a city council who for whatever reason doesn't want to get rid of him. We just got a call here at Delta house from "Four Winds" be on the look-out for a white male 60ish known in these parts as "Vet The Better"right now he claims to be a city manager and believe or not claims to have ALL the answers to what might be ailling a city despite the 0%tax increase and the 6.2million dollar surplus approach with extreme caution he's carrying a deficit.
Oh screaming meemies and meemettes, the Building Inspector is simply one example of the problem of our Council form of the 5-headed monster. Each Commissioner has a wealth of unchecked power and they work in their own little universe. Of course, there are those who still chant "The only LEGIT official is an ELECTED official..." meaning we could have elected the ScamSpector and been stuck with him/her for two years.
Can you BELIEVE we trust the WARS in AfPak to an UNELECTED dolt??? Just an example of how appointed professionals are FINE... as long as you ELECT leaders you can TRUST to select the BEST. We should vote for leaders based on CHARACTER... or we can continue to play Pin-the-Badge-on-the-Dentist.

Easy, Kyle. Exaggerating an opponent's argument is not an effective response. If you think the hiring of the Inspector was ill-advised, imagine a poorly chosen city manager who then has the power to do all the hiring and firing in city hall. You'd get not just one poorly chosen employee
but a city hall full. And remember if you think on official is consistently making poor choices in whom he/she hires you have the opportunity every TWO years to REPLACE that person.

As you know and heard last night it will be on the ballot and even if the City Atty at the urging of the Mayor takes it to court to get a written ruling, Mayor Johnson said the City would not contest the decision that would take weeks at the most. Also, after the vote we did go to Uncommon Ground for coffee and not partying as the work has just begun. I would like you to do me a favor though. Would you ask those who post on your blog both those using their real names and those who post anonymously to take part in the forums that will be coming up starting in June? I realize that not everyone is for this change and their opinions must be respected. However, I don't think even you would expect while reporting a story a statement of 'that's the way it’s always been done' would sate your penchant for digging out the truth. These people may have some legitimate questions and are entitled to factual information. If after hearing the information and they still do not agree then they can cast their vote no. I know you'll be there a few times and we can always count on you to ask the hard questions. Hope to see you sometime at your office.

Kyle, why the attraction to a boring, professional, efficient form of gov't? A big part of the appeal of our current form of gov't is the crazy dynamics that us political junkies can enjoy. In addition what doesn't happen due to dysfunction is perhaps more important then what could happen if you open the channels. $ like water will find the path of least resistance.

In a Manager/Council government, the quality and ability of your appointed "professionals" is only as good as the Council YOU elect.
Vote for careless cretins and the tissue-thin resumes get all "thumbs-up!" while the city goes down the tubes.
BUT... vote for passionate leaders who GIVE A DAMN and the talent will rise to the challenge. I truly think there's no finer example of who SHOULD be one such Councilmember than our host JT--

Here are the facts about Watertown NY finances.
The City of Watertown’s fiscal year runs from July 1 through June 30.
The 2011-12 Adopted Budget includes a $38 million General Fund, $4.9 million Water Fund, and a $5 million Sewer Fund.
The Preliminary Budget for 2012-13 will be reviewed and deliberated by the City Council during April and May 2012.
The City of Watertown is currently in very sound financial condition.
The $38 million General Fund includes estimated revenue of: $16.5 million (43%) from sales tax, $3.2 million (8%) from the sale of hydroelectric power, and a $7.3 million (19%) property tax levy.
The adopted tax levy for 2011-12 resulted in a tax rate of $7.218/$1000 of assessed value, based upon a .95 equalization rate.
The 2010- 11 fiscal year closed out the General Fund with an appropriated fund balance of $1.5 million and an unassigned fund balance of $9.5 million.
In June 2011 Moody’s Investor Services upgraded the City of Watertown’s rating to Aa3 from an A1 rating.
According to Moody’s the upgrade was reflective of the City’s sound financial position characterized by healthy reserves, a medium-sized tax base with below average wealth levels and a manageable debt burden.
Other factors contributing to the rating upgrade were demonstrated strong fiscal management and financial planning as well as the City’s increased role as a regional economic center.
Although the City’s current financial position is quite sound, like virtually all public jurisdictions in New York State, the projected escalation of employee pension contribution rates in the State will have a severe impact on municipal finances. Municipalities like Watertown, with paid police and fire departments, will be especially impacted by those increases, which are projected to rise to 33% of salaries for those public safety employees by the 2014-15 fiscal year

Without seeing the dentist in action, none of us would ever realize what a nervous twitch he actually is. My God, read the body language, and you see someone who is totally uncomfortable with his own body. Stumblin', mumblin', fumblin', he makes me nervous just watching him. One of the problems I face is I have reliable information that Chris has been treated for unknown psychiatric problems. As you are aware there are numerous HIPPA requirements governing disclosure of this kind of information.
But here is the rub.
As a firearms owner and licensed pistol owner along with being a former federally licensed firearms dealer numerous times I was given a very thorough background check. Driving a school bus was even worse. All of those background checks included the question.
1. Were you ever treated for mental illness?
2. Were you ever treated for a substance abuse problem?
I was and still am required to inform the Judge who signed and granted my Pistol Permit to inform him if I am treated for a mental illness or substance abuse problem and under Federal law background rules any one who has been treated for a mental decease or deficit is prohibited from owning or processing a firearm. The courts require a mental health professional to assess the person’s current condition and likelihood of relapse before considering requests for restoration of gun rights?
So many people are asking me if I believe Public Safety Commissioner “toothy” Christian Mathiesen is stable. In all honesty I don’t think he is and that frightens me. Normally the Americans with disabilities act protect people with Mental illness from discrimination. The courts have ruled there are some jobs such as Public Safety and driving a School bus that are of such an important nature mental illness precludes a person from holding that position. Unfortunately the man who is in charge of the men with fully automatic assault weapons doesn’t go through such a vetting process and that has me worried
Fortunately being an asshole while annoying isn’t a recognized form of mental disease or I would been put away a long time ago. So this issue of what’s eating Chris Mathiesen isn’t going anywhere for a while.
On another note I am becoming annoyed by all the innuendo of something between Franck and Madagan. So from this point on, you want to blast the policy or hair or lack of hair of either of these two people go ahead. But don’t cross the line.

Citizen Clancy has stated I am “a drunken survivor of incest” Did I give her the satisfaction of asking her to remove it, No. One local attorney offered to sue her for free and cover all the filing fees pro bono knowing she has no assets and again I said thanks but no thanks. Let her wallow in own shit is my opinion in the matter.
So I would suggest to all the public figures around here and that includes anyone who publicly calls political attention to themselves to grow a thick skin.

If there are real issues with Mathiesen, then there are dates and specifics which can be referenced in a post of righteous rage, fury and frustration. But blanket assertions don't serve to advance an educated discussion. If Toothy has gone "A Bridge Too Far" I'm the first to ask Where's The Beef?

I for one have been beginning to doubt my grasp of reality. I have friends who work at Four Winds and recently one of them told me “we all know here John” take that any way you want but I will testify under oath that’s what I was told.
