Saratoga while I'm gone;Truth takes a Holiday

Well now that I have access to a real computer and not just my phone I can write a post. Much bullshit has been thrown around by the cities new nonsexual power couple the Bride of Kenya and Citizen Kane {trust me the Riggi’s have nothing to worry about} in their efforts to stop construction of the new parking deck. Make no mistake about what is going on here. The Bride of Kenya and Citizen Kane hate Mayor Johnson. They hate the Rec center and they hate the parking deck.

Johnson has had to fight three bitter contests for mayor and despite throwing every dirty trick in the book at him he beat them all. Johnson barely campaigned against Brent Wilkes who outspend him three to one and although the race was close Johnson pulled it off.

Wilkes was the face of Charter change along with co-founder Citizen Kane of Saratoga citizen. There has been much speculation that the Mayor will now appoint his own Charter commission. Citizen Kane wants to stop him by any means possible.

The Bride of Kenya is simply his patsy. A disposable and gullible means to an end. Desperate for attention and literally broke she craves acceptance by anyone, but she is but a minor sideshow in this circus.

Everyone especially downtown business owners are counting on this parking deck being open on time. Johnson does it and it just might be the capstone of his administrations legacy if it’s delayed through summer and not open, Citizen Kane will be pounding his chest for his two minutes of fame at the public comment period for every council meeting for the next two years. So Kane and his sidekick will kick and scream to delay this project even if the cities whole economy suffers.The height of politics folks. We must destroy downtown so we can then save it.

And as for the innocent injured worker. I do hope he gets well but the guy suffered a fucking back spasm.HERE Painful yes but it’s a construction site folks. Real people work real jobs and it’s real dangerous.

The unfortunate man is lucky his construction company didn’t carry Brent Wilkes Workers Comp insurance company PERMA. Than he would have been really screwed.

JT--sorry you missed the ssha meeting Th. You could have watched Calucci and Ivins vote to add $7,000 to the already bloated SSHA travel/training budget (read junkets) Al whined about how expensive flights were and how these "training sessions" were always held in expensive places. Ivins assured us that these weren't "junkets" but "valuable training". So much for the new watchdogs on the block. Disgusting.

I had a lunch planned for clients at Maestro's downtown yesterday. I work in Albany but thought Saratoga would be nice. Parking was a nightmare. I parked in the Woodlawn lot eventually after circling for 10 minutes. I had tried Spring Street lots first. Traffic was in a big jam on Spring Street with people trying to get into the parking garage, following people to get to cars, hounding folks to leave. It was a mess. There were 5 of us arriving (4 cars).We had a 12 noon reservation but I was 10 minutes late due to parking. I had timed it so that I'd be early. I was still the first one there. I apologized profusely to the hostess. She said "tell me about it." She has to arrive earlier and earlier just to get parking. My clients were over thirty minutes late trying to find parking. I'm really happy Saratoga is doing so well. It's such a wonderful City and had such a vibrant downtown. I spend a lot to time in downtown Albany. There are a few lunch places and lots of bars. You would never think to go there for a nice lunch unless you had to be there anyway. Parking is extremely expensive. If I have clients who need to stay downtown I tell them not to go out at night. I'll never forget that kid who lost his friends in a bar one night and ended up in the river. You have a wonderful city but Johnson is right-people need to be able to park.

Great editorial about SSHA abuses in the Gazette today. Love that SSHA has frozen all salaries. No problem for Ed and his gang including Hawthorne and Cindy the "bookeeper" but what about those employees outside Ed's well compensated circle. There are employees there who haven't been the recipients of the Board's largess over the years and now their frozen because of Ed's excesses. How fair is that? Doesn't that Board bother to look at what's going on with all the employees. Why do they just tune in to whatever Ed tells them?Guess that's what we can look forward to if we get a city manager. A council lead around by the nose by the city manager they hire

Kompulsive Keehn took the simple kaution to have a Certified Authorized Legitimate Senior Building Inspector under her cruel heel. Johnson prefers his meglomanical method of working without that annoying encumbrance. So there's no problem when He wants something to get His Godly Green Stamp... He simply orders His unqualified Inspectors-in-training to sign off... or kiss their career goodbye.

Even if City Projects SHOULD be built to Mayoral specifications... isn't it irresponsible for the Mayor to fail to appoint a Senior Building Inspector for 2.5 years?

We have an official City Loon and His cry alternates between "Keep me my Charter change Inside City Hall" and "Get thee to Hire Outside Legal Counsel."

If what is happening in this city is so bad, why hasn't Pat Kane stepped up to show us how a city manager would have handled the parking garage? They beat the "city manager" tune to death, but NO ONE has explained how any of the big issues in this city would be handled by an experienced city manager. Let's just pick a few in the last year.

1. Chief Cole cock shot
2. Firefighter/EMS/Ambulance
3. Parking Garage
4. Fischetti/Fisher DPW incident
5. Canfield Casino

There's are all things that have drawn ire from both sides in the issue, and in many cases put the city in a bad light. Lets hear what Pat Kane's "city managers" would do to handle each of these situations.

A City Manager would have, first-off, seen to it that the HR Department hired and approved a qualified Senior Building Inspector well over 2.5 years ago when the position became vacant. That QUALIFIED Building Inspector would have known the LAW and obtained a Building Permit PRIOR to any action at the construction site.

Had the contractor known they were being watched/supervised by professionals (and not an uninformed Hizzoner) the jobsite may have been a more professional kinda' place.

In any event, the operative word here is "Professional." A City Manager structure would be an environment where Professionalism is the preferred alternative to the guesses and casual oversight of a part-time Mayor.

Kyle, But what good is having a "professional" when it seems we keep coming up with ways to lower the bar of what being a "Professional" is?

Look at what's happened in our schools. We decided that every teacher should have a Masters Degree. Sounded good in theory, except that rather then raising our expectations for prospective teachers, we simply created advanced degrees that were easier to obtain.

All the state colleges started "Masters of Education in Teaching High School _____". Then the administrators jumped in on the act, and started trying to justify their existence with advanced degrees, and for them, they even dumb down Doctorates.

Suddenly we NEED more money for education to support the salaries of the "Professional" staff that we created. Look at all the "academics" with their advanced degrees in our school system right now, and try to find one with so much as a published article in an academic journal. You won't.

What prevents the "professionals" in our new form of government from being the same incompetents we have now, except they have to buy a Degree from Empire State College (who needs Professors when you're got mentors!) and in exchange they get a 5 year rolling contract with raises, benefits and probably a union to defend their incompetence.
Eileen Finnerean writes a check to Sage, and 3 semesters of online night school later, she is one of these "professionals" you're talking about, with a Masters in Public Administration to prove it.

"We" didn't lower any bar. You can thank Our Mayor for doing that all on His own, by His remarkable self. Let's stick to the facts in the case being discussed: The recently-resigned Senior Building Inspector.

The individual was appointed last November by the Mayor, as per the Charter. The Mayor submitted the individual... but lowered a few standards along the way--

1) The applicant greatly exagerated his job at the time with a Schenectady firm. One simple phone call clarified that he was not the "Project Manager" but only associated with "Parks."

2) The applicant claimed a degree that was not offered by his college for a "Construction Management" program that is not offered by the college... as per their website.

3) Our Mayor personally chose to leave the position vacant for over two years, thereby lowering the level of service provided to the taxpaying public. Under the current Charter, no other Commissioner/individual has the right to fill the vacancy.

If you want to harp about lowered standards and if you seek to assign blame for "lowered bars," look no further than the decisive man sitting in the High Chair at City Hall.

To be clear, I'm not addressing you in these posts to attack you personally, as some posters seem to do. I'm addressing you personally because, whether I agreed with it or not, you usually tended to support your opinions, and develop an arguement, and I appreciate that.

I certainly understand there have been problems with the way this city has been run, but feel the Saratoga Citizen crowd has focused far too much attention on looking for things to dig at, instead of showing us how a City Manager could improve the situation.

What good is a new form of government if it doesn't give us a solution to the problems our current form has? Even worse, it seems it will cost us MORE. We don't need another group of nitpickers looking throw mud on the other team.

The parking garage is a perfect platform for a city manager to step in and show us how "professional" they are. We've got 2 parking garages, built by two separate administrations, each with a different political party in charge. Couldn't create a better scenario. Saratoga Citizen can show how bi-partisan they are by telling BOTH parties how wrong they are.

If the city code reads that you need a permit for these public jobs, then you need a permit, and both Johnson and Keenan were wrong. At the same time, there something to the idea that public projects shouldn't need permits, or at very least the permit process should be incorporated into the bidding process. Streamline things. Improve efficency. Save us money. Isn't that what a city manager is all about? Doing things the "better" way?

Please, let's all step back and see the forest through the trees. Rather then nitpicking the person, let's use the issue as an example, and create a way to avoid it happening again. The mayor hired a less "Senior Building Inspector" with less then stellar credentials. Well, let's examine how that happened. Let's look at who else watched that happened too. I dare you talk about stiffening hiring practices all around. No one bites on that. We can a firehouse full of farones, and 3 families make up the cop shop. You think they're all QUALIFIED?

I'll leave readers of this blog with this... Barbara Bouchey and Steve Coffey would both be classified as "professionals".

Kyle, it sounds more and more that you're looking to change the whole form of government just because you don't like this particular mayor. Wouldn't it be easier just to vote him out next year and try to elect someone you would prefer rather than saddle us with a form of governemt where if you don't like the manager, getting rid of him/her will be much, much more difficult and potentially very expensive--see Schenectady Superintendent and Spychalski at SSHA.

Well apparently both started without building permits...johnson got one and keehan didn't,the word professional in gov't is as dangerous as methane in coal mining tunnel.....any form of gov't is only as good as the people the voters vote in,and that's the key word VOTE with a city manager form of gov't the elected middlemen do the choosing and that's were the problems could begin,most won't come without the possibilty of a long term contract,and if he or she turns out to be a foul ball then the fun begins.In the case of Saratoga we know what we have and it works for us.....better the devil you know than the one you don't.... a few people with a personal grudge against mayor johnson are getting far to much attention,especially after johnson has defeated them in the last 3 elections....go away!

Few offices can equal the power of the Chairman of the Fed... and yet WE do not ELECT him. Few offices can match the power of the Secretary of Defense... and yet WE do not ELECT him. Closer to HOME, the real POWER in City Hall is wielded and (wo)man-handled by the DEPUTIES... and yet WE do not elect THEM.

Schumer and Gillebrand do not administer our Public Safety or Finances... yet we ENTRUST them to REPRESENT us with their OVERSIGHT of-- appointed professionals.

What makes "professionalism" happen is a system built on that single word. That means finding a Senior Building Inspector a)On-time and b)By running ads in trade journals and other PROFESSIONAL publications.

Of course, you could always maintain the status quo by accepting some local, ignoring the mandatory qualifications, and overlooking a grossly-inflated resume.

My friends and my foes--
We TRUST our lives to NON-ELECTED individuals. And around these parts, WE can do BETTER.

Val Keehn did not file a building permit for the deck behind the new adirondack trust building..
BECAUSE it was built under Mike Lenz administration!!

Get your facts straight....

Ask Mr Mctygue if he had to follow NYS Building Codes?

The answer...YES.

In fact he had to install a sprinkler system in the parking gargage before the garage could be opened under orders from NYS!!

Mike Lenz was Mayor and Phil Klien and Skip Sciroco were our county supervisors.

SARATOGA SPRINGS - While there's still no definite answer on whether parking at the Hub parking deck on Woodlawn Avenue will be paid, participants in Wednesday's ribbon cutting were all smiles.

Mayor Michael Lenz and Public Works Commissioner Thomas McTygue reminisced about the property's history, McTygue teasing Lenz about his youth. McTygue, often the target of age-related jokes made by Lenz at City Council meetings, said, "It's amazing to hear how young the mayor is. I remember when the train used to run through here."

Lenz mentioned the old Hub bar, next to the Hub lot, in his opening remarks at the parking deck's opening ceremony, and he emphasized the name Hub parking deck, in recognition of the property's history.
The city's right to charge for parking there if it accepts county funding of $1.2 million for the deck's construction is still in question.

Kyle-the point isn't that no one should be appointed in government (although it could be argued that we might be better off with an elected Fed head). The point is you want to be able to hold the person making appointments accountable. This would be hard to do in your proposed form of government since that person would him/herself be appointed not elected. Add to this that your manager is appointed by a council with 4 year staggered terms and you've made it even more difficult. I just don't get why in these times when people are more and more complaining that government is unresponsive that you would want to change from the form of local government that gives voters the most say to the one that gives them the least say. You know in the original Constitution US Senators were appointed by state legislatures. That was changed to give us the right to directly elect senators in a move to increase democracy. You seem to want to send us in the other direction.

Kyle, remember there are no professionals at the SSHA. The entire board was either appointed or reappointed by 'The lobster' in a suit, our esteemed Mayor. He was responsible for getting the raises in front of the Council and either forgot or owed somebody someone a favor not to fulfill his responsibility (sounds familiar). 9:21 you state "she got rid of two democrats herself and unfortunately Mr. MCtygue who put his heart and soul to the job", and he also had his hands in many peoples pockets picking them clean. So I've been reading the "Police & Courts" over at Babs rag and I've noticed there seems to be alot of arrests stemming from single traffic stops.

Check the DWI's listed over on anyday. "Driving While Intoxicated" and "Driving With A Blood Alcohol Level Over The Legal Limit" for the same stop. If they blow high enough, they will throw in the aggravated charge on top of everything else.

Now, I'm not here trying to defend people for driving drunk, but I'm more interested in how these multiple arrests for the same incident might be inflating how "Toxic" our city appears to be.

The only numbers the SSPD gives us in their annual report are "Arrests". In this case, a single incident, one person operating one vehicle, while under the influence of alcohol while over the legal limit is adding 2-4 misdemeanor, or sometimes felony arrests to the number the SSPD shows us in their yearly report to justify what they are doing.

I'd be interested to see how many of these arrests are ever prosecuted. My guess is that there all merged into the one charge. If that's the case, I think it's time the BS stopped, and we got some number that reflect what's really happening (1 offense being prosecuted) instead of allowing numbers to be inflated, then presented to show how "Toxic" things are out there.

There seems to be a few lawyers on poking in on this site. If any of them could offer some insight that would be fantastic. Any insight from a city manager on this would be wonderful too. Be interested to hear how they would handle our toxic city in general.I mean, do you really need "more cops" if it turns out you have about 1/3 of the incidents the SSPD report tries to represent?

Under the proposed Charter government, EVERY "appointee" is ultimately answerable to the elected Council. Now, if we elect a Council of loonies like Keehn, Mathiesen, Scirocco and such, we get a town going nowhere fast. BUT... I can seriously imagine no finer Council member than our own JT, and I'm as serious as a BigMac attack. He is passionate, attentive, responsive, and UNRELENTING when he has a cause, a question, or a goal. And John is hardly alone in being qualified by his passion and civic pride. The proposed Charter opens the positions of power in the Council to ALL.

Of course, we can maintain the status quo and look forward to ELECTING more Dentists to serve one term as our part-time much-mocked Public Safety expert.

Talking with Al he is not planning on taking any trips this year. he feels the additiona;l training Cindy recieved recently has led to new avenues of additioanl revenue. People need to be up to date on constantly changing Federal Policies or they get left out on current grants, policies etc. Training is critical in all businesses as it is the groudwork for success especially at the lower levels. .0010 of the yearly budget is peanuts that be an investment of time for training. It is a wise investment. He also is looking into the hourly workers to ensure they will not be effected by the freeze. The lower paid people should not suffer from the freeze. He is always open for questions and very much available. Just stop and speak with him and he I am sure will be happy to share his perspective. In any business profit or non-profit traing is critical if it is not abused.Don't be too quick to criticize. He has always fought for the taxpayer and the little guy.

How about the SSHA trying a few on line training courses instead of sending everyone including the bookeeper off to exotic places. The only reason Al thinks the training Cindy got has led to revenues is because Lilian stated that Cindy told her that. How about some specifics here. What new revenues--how about some numbers. And I don't see how Al is going to see that the hourly workers aren't affected since he's already voted to freeze their wages. A little late. It's about time board members realize other people besides Ed and his little coterie of overpaid buddies work there.

5:27 - Does training on new Federal policies really require travel? Wouldn't it be more cost effective to make these "training sessions" available online? Especially if we are talking about the public housing authority "making money" by applying for Federal grants. Let's be honest, they're spending taxpayer money to go on a trip and learn how to apply for MORE taxpayer money.

Training is certainly necessary, but we need to be sure it's administered in a cost effective manner, and that still doesn't seem to be the case at the Housing Authority.
