Billy McTygue City Council 2/5/2013



I present the comments by Billy McTygue in full unedited. I’ didn’t make a recording myself so I took the audio and created a video from pictures of Billy and friends at the antigun protests.His comments run a full 5 minutes.
I apologize for the poor audio. Some history in a nutshell.

A long time ago an agreement was reached between the town of Wilton and then supervisor Roy MacDonald, and Saratoga Springs and Tom McTygue to sell up to a half a million gallons of water a day to commercial developments at Exit15.
In time this became an important source of revenue to the city. Eventually Wilton found cheaper sources of water. Some non- anonymous ex-city employees one in a very high position has alleged to me that a bad valve was in place. But that is water under the Northway for now.

Fast forward to 2012. Current Commissioner of Public Works Anthony "Skip" Scirocco used this agreement as a pretext to sell water to a residential development. This while technically correct circumvented the original intent of the agreement. Billy McTygue alleged that this was a secret and nefarious deal to a favored developer to cash in Bigtime. Scirocco says he is trying to raise revenue by selling an abundant city resource at 3x the going rate

When Billy brought this up to the council last year a vote was passed 3 to 2 to sell water to residential units  in Floral Estates.A very high end development that borders Saratoga Springs with Chris “Toothy” Mathiesen, Commissioner of Public Safety as the swing vote. That agreement was only to cover a dozen or so homes. McTygue now claims that limited agreement was broken and Scirocco is again engaged in nefarious conduct and Wilton refused to sign the contract thereby nullifying that original limited contract. Scirocco  strongly argues that the contract was signed.  Claiming that finance  deputy commissioner Lynn Bachner had requested to see it, while finance was holding on to the $50,000 check. Scirocco  claims since they didn't cash the check in a timely manner  it was cancelled but a new one has been given to the city. None of the check part was brought up by any member of the council last night. Scirocco did make a lengthy presentation for an hour explaining the city had an abundance of water. Before that presentation Billy McTygue made this 5 minute statement.
Finally what I am concerned about is the massive snow storm coming this way and if DPW is ready.

DPW had better be able to clean the streets as required. The rest is crap.

Forget the blog. Start writing a screenplay, a one hour weekly dramedy.
Saratoga- Smoke And Mirrors.
As per DPW, a lot of people have to work on weekends. No time and a half for most and no comp time for shoveling the DPW sculpted sarcophagi encasing multitudes of street parked cars.

Think it is time to plan for the future. Outrageous behavior for a Council meeting. He lacks respect and should be given none. Time for a long needed trip and possibly observation as well. Sad end to what once was I felt a good person.Whether he was right or wrong Billy should have gathered up his documenttaion and made an appointment with the Mayor who he hates. That would have been the proper course rather than act so unprofessional and unraveled. His attempt to embarass both the Mayor and Commissioner Scirocco ended up embarassing himself. How foolish. I would ban him from future meetings.

I think enough smoke has been raised about this water deal,I think the AG or County DA should be giving this a look, the taxpayers deserve a sit at this table and right now they have no one!Why is the taxpayers getting the run around? Why are we going to spent over a million dollars to supply water to a Big Developer in Wilton,some light needs to be shed on this deal and now,why did Mathesian support this while Franck and madigan didn't why are they so quiet,more questions than answers.

Billy is just a messenger here and his messege desrves a look,alot of republicans and independents are not to happy with Mr.Scirocco,he's got to come clean plain and simple and why did Mathesian vote for this?

Franck is always wheeling and dealing. He is probably in with Billy teying to embarass the Mayor and DPW Commish. He can't be trusted. Madigan is just dump. Is Lynn Bachner the name I've heard circulating that her Husband is to run against Madigan? Check that JT. Some ex-deputy's husband may be Madigan's opponent.

The presntation presented by DPW and experts was very clear and the documentation was there. I don't know where the $1million number is coming from. There was no specific cost addressed. I would assume franck and madigan remained quiet because there is no documentation to deny the request and plan. If there was the people would have heard it. Maybe they were overwhlemed and embarassed by the spectacle of their firend and advisor.

The time for healing is long overdue in DPW. It is what it is and some people from the previous administration were fortunate it wasn't worse than it was. Time to let it go. If a man wants to destroy himself the last place he should do it is in public.

The oversight authority for the Water Authority is the State. I would assume the AG is so busy trying to untangle Andrew's rush job on gun laws, casinos etc. he would likely be totally disinterested in a local issue unless provided with strong documentation of corruption or violation of contract law.

Scirocco and his overpaid engineer wales are wasting the city taxpayer's money again. What does this engineer do anyway? Most of the time he and his cronies are driving around the city in circles. This is the worst manaaged department in the city.

wonder if DPW will call a snow emergency to move cars left and right this weekend? Don't count on it.

If they did people would ignore it anyway. The only way to do this would be to have alternate street parking on certain streets from 11/30 to 3/31. Lake Avenue would be a prime example. The additional costs for return trips is substantial. A department can do all the right things but if the people don't co-operate it doesn't work. Increase ticket violations costs and toll after 24 hours and maybe they will wake up.Many park in the street even though they have driveways.East Ave. another potential street.The section of W. Circular St that allows parking oon both sides another. That area becomes very dangerous when school is in session. Solutions are simple if you look for them. Considering all the sign DPS has been purchasing the cost for DPW would be minimal.

8:15 - I would not consider Wales salary out of line. At least he spend his time in the city and does not work on outside projects on city time. How long did that go on?? You must have a lot of time on your hands if you're following the City Engineer around.

now breaking down about selling water to Wilton at a profit.

Then he turn a blind eye while his friend Johnny Franck rapes the city and its taxpayers.
Have another drink Billy but for godsakes stop driving.

8:45 - the engineer and his crew are not invisible and neither are their time cards. And your issue with signs is ridiculous. Your department works for the taxpayer - we pay your salaries. Clean the streets and stop crabbing about cars - sometimes you have to call an emergency - most times its not necessary. Two winters without snow and your still crabbin. What do you do when there is no sno, sit around and wait to gripe when we have 10" on the ground?? Summers you pave one block at a time all around town and then you pretend that your taking care of business. The Park lookss like crap - the pride is gone - most time everyone is leaning on their tools or driving around wasting gas. You talk about costs, like YOU pay for it. Work smart and take some pride in what you do instead of complaining all the time.

This is all getting ridiculous. Sounds like grown adults acting like children. who was the person telling Bill that his time was up? sounded very sketchy to me. If this is typical of city council meetings, you won't find the likes of my kind (the few, the sane the raped taxpayer) any where near these neophytes.

A problem with restricting parking on most roads that are double loaded and are wide enough for two lanes of passage is that the resident (in this city) is asked to maintain (replace and repair) their sidewalks and curbs and then suggesting that their parking for half the year be limited won’t work. Many of the older neighborhoods don’t have suburban drives with off street parking and removing the parking from the front of their residences for them and their guests so that it is easier to plow during those times when there is snow is unnecessary. I agree with the idea that in extreme cases, the city could require that cars be moved to one side then the other like Albany and other cities.

Alright, that does it. I am sick and tired of you people making phony calls for a taxi ride, especially when you request me as the driver. I show up and everyone starts giggling.

I'm just trying to pay for my online degree from Harvard. Or is it some school with a PO Box in San Diego?

8:40 - The suggestion was not for all streets. It was for specific high traveled streets that would expeite the plowing time and not hinder it. The sidestreets as we both know are a problem with any storm. They were not included in my recommednation because of the facts you describe.
