John Franck is a hypocrite



I read with great amusement the latest demands of City Accounts Commissioner John Franck to remove every member of the Saratoga Springs Housing Authority board. Never mind the fact that two members Olivine Westcott  and Johanna Dushlek have been democratically elected by the residents of public housing. He also failed to mention that Albert Callucci and Ken Ivins have been doing everything possible to reform the board. Roman Catholic nun Charla is already leaving in two weeks but he also failed to take that into account. Now I admit that Eric Weller/Chairman of the board is a PR disaster but according to the state comptroller’s office “they found mismanagement but no criminality”.John is also fond of saying “my department did nothing illegal” too.Now that’s what I call setting a high standard.

But this really isn’t about the Saratoga Springs Housing Authority board. This is about Franck making the Mayor look bad and deflecting scrutiny away from his accounts department.  Franck has slowly morphed from a fiscally conservative council member to the stark raving bully of the council. From brow beating Mark Baker, President of the Saratoga Springs City Center to any member of the public who publicly disagrees with him. Franck has become increasing unstable. Drinking heavily and becoming more and more unhinged he threatened people as diverse as Saratogian staff to me who he publicly and privately threatened and continues to threaten.

Now he demands the entire board of the Saratoga Springs Housing Authority board be removed or he will do what? Hold his breath, drink a bottle of scotch and bang Citizen Clancy? Two words John, fuck you. I look forward to your performance Tuesday night, no I relish watching you. You are the funniest politician on the council since Ron Kim picked up his marbles and went home.

Funny back in 2005 John Franck ran on a platform against Steven Towne on one issue. Namely that Towne reduced the commercial assessment of Towne's boss and first cousin Tom Roohan. Seven properties owned by Roohan had their assessments reduced. Franck filed a complaint with the cities ethics board and the state attorney general. Both found no evidence of impropriety but the damage was done and Franck was swept into power.

Now Franck has made lowering commercial properties assessments along with his own personal assessments into an art form.

From friends, to the cities rich and powerful Franck has lowered the assessments of  all. In some cases before the property owners even asked for a reduction. So remember folks look at Franck’s right hand and not at his left. Because it’s pretty ugly.

I am under a dos attack and my site may be unstable for a few hours I fighting it now I might have to take the blog down than reboot it so it might disappear for an hour or so

The sheer arrogance of Weller and Spychalski are monuments to hubris. But their GREAT crime here... and it is CRIMINAL... is the wanton WASTE of public funds in salaries & expenses that would even make Marcia White blush.

As "leaders", they have nothing but contempt for the public, the press, and ALL oversight agencies of New York State.

CLEARLY it has been many MANY months since Mayor Johnson was under professional obligation to exercise his Mayoral responsibility by CLEANING HOUSE--

"Public Housing Law section 34 authorizes the mayor of a city or village, or the town board of a town, to remove a member of a housing authority for 'inefficiency, neglect of duty, or misconduct in office'."

Even this Peach of a Mayor has an incontrovertible and urgent need to toss out the Rotten Tomatoes. And I DON'T mean he should hire another Harris/Beach LLP attorney to "look into the matter."

Wrong, John--resolultion does not call for replacement of 2 elected SSHA Board members, only those appointed by the office of the Mayor.

First off, the resolution does not call for the removal of elected members of the board only the appointed members of the board: NOW, THEREFORE, BE IT RESOLVED, pursuant to Public Housing Law, Article 3, Section 34the Council calls for the immediate removal of appointed SSHA board members for "inefficiency,neglect of duty, or misconduct in office"; ...

Secondly, I commend Commissioner Franck. The issues with SSHA and this Board has been going on long enough: bedbugs, salaries, travel expenses, refusal to work with any government entity - they are an embarrassment. The board has refused to come forward to the city council with their salaries for approval and now refuses to respond to a state audit within it's 90 days. This Board seems accountable to no one and no entity. I say remove them all.

Didn't both Al and Ken vote to approve Ed S. salary this year? They should have voted NO and shown some real leadership, but they didn't they voted and approved his ridiculous salary at tax payer expense.

@1:40pm You really don't have a clue. There has been nothing but oversite on the Authority from the beginning of their existence. Everything that is done has to be reported to HUD by uploading all financials on a daily basis. It also includes occupancy numbers and any capital projects. All monies for any training that you talk about are approved by HUD. All conference locations are setup and approved by HUD. HUD allocates money for ALL these. Daily the SSHA works with a government entity. It's called HUD. They are not required report to city or state. Although SSHA has always had a good working relationship with Public Safety and continue to do so. We have had constant contact with police and Code Enforcement. The police currently have a substation/office at Stonequist. They have a brand new substation at Jefferson Terrace. The SSHA also pays $55,000 to the local government(city)per year for police and fire. So stop blowing smoke up everyone's ass and focus on the assessment mess downtown.

2:56 you're the joke. The audit sighted the SSHA for excessive travel at tax payer expense and excessive salaries at tax payer expense. They were forced to pay it back the travel on account of the audit...where exactly was that HUD oversight? Hahaha!

What is the matter Fool me once, is the end coming near on your backdoor deals now that your leader is out this coming cycle. Sadly though it looks like Frank is
just drumming up yet another lawsuit against city and it's taxpayers. Ms. Zlonik will surely sue and likely will sue personally against the commissioner. Same will be the case with SSHA. Lawsuits all around.

1:40 - You have your facts backward. Ed's salary was frozen in the 2013 fiscal budget There was no increase. The audit did not find anything that would amount to criminal activity. Fcat swere given to the Comptroller's office that were not utilzed for some reason. The Baord hs not refused to reposnd to the State comptroller's audit and memebrs of the Council are well aware that HUD strongly urges Housing Authorities to utilize rolling or evergreen contracts. Hud also has a policy that allows the Authority to have several options on dollars earned by the agency not budgeted dollars for their discretion and approval for travel etc. There must be approval of the Board. There is documentation that those dollars were not wasted. If you are going to comment without any knowledge of the situation please comments with facts and not inuendo. This only reflects ignorance and believeing what you read in the newspaper. The Comprehensive Budget for example falls under the Mayor and Mayor only's perview. There is nothing in the charter that gives the Commissioner any right to appoint anyone to this Board. Using your logic should not the memebers of the Council who will not approve funds for the consultant be in violation or contempt of the Charter. Those are facts supported by law not BS supplied by John Frank's blowing smoke to divert his attention to his own problems. Although I may agree the bedbug situation could have been handled differently we cannot know what the SSHA was being advised to address first and how they came to the final solution. There is now an ideal plan in place for this issue on an ongoing basis.Whem you're prepared for your next commentary utilize soem fats to support your stateent.

The end result with the SSHA will be the City will be overloaded by endless lawsuits at taxpayer expense and probably lose every one of them. What did the handpicked hearing of Mary Szlotnik cost. Maybe a little under $100,000 of your taxpayer money. The next round may triple.Is this what the public wants?? Johnwould love to see the angry mob return. he beter cover his ass because that mob may be after HIM.

How pathetic is the saratogian running that story online about the housing authority. Are they that bad or is Franke manipulating them or probably holding something over their head. I know Parillo owns the building and Franke and he are owners of most of south broadway. Why won't they write about that. He is scum and needs to be removed. Not the board of the authority. They were just slow on bedbug treatment. Franke has cost city taxpayers with his constant errors and shady dealings.

@4:16 You really tell it like it isn't. Excessive travel expenses? Excessives salaries? They had to pay them back? Sorry to break the news but NYS Audit only makes recommendations. Not demands. SSHA is overseen by HUD. What don't you understand? No money was paid back and all expenses were approved. Please pay attention and get your head out of the swinging assessors back side.

Our City leaders are so odd, a Millionaire as Mayor, a drunk Accounts Commissioner, a perverse Police Chief lead by an out of touch dentist, trying to save the world from drunks, perverts, and idling cars! WTF!

Kyle's right. If the charter change people had won, they would have cooked up such a debt buying ambulances to attend to ambulance drivers in need (you can't cut corners on safety) and everything else tax dollar can buy that the city would be in forclosure already and none of this would matter anyway.
